[mukto-mona] Panchayati success or myth under LF ?



Even the dominant media - let alone the CPI(M) or Left Front - praised the panchayati raj in West Bengal sky-high, but it's myth to a considerable extent, particularly  in panchayats where CPI(M) or Left Front failed to win. Dr Nityananda Ghosh narrates his experience as a 2nd Polling officer.

A CHANCE visit and a two-day stay at a tiny hamlet called Deulbari not all that far removed from Kolkata reminded me of Andre Gunder Frank's famous formulation, Development of Under-Development — an apt description of post-colonial or neo-colonial politico-economic development. Mine was a horrible but educative experience as second polling officer during the last phase of the 16th Lok Sabla polls at this village under the 129 Kultali (Scheduled Caste) assembly segment of 19 Jaynagar LS constituency. My polling booth  (No. 190) was at the Deulbari Uttamchand Free Primary School under the jurisdiction of the Deulbari Gram Panchayat, approaching the Sundarbans.
Initially, I was surprised when I received a memo from the district magistrate, South 24-Parganas district, to the effect that I would have to be on election duty. The appointing authority was district magistrate Santanu Basu, who did not care to note, while choosing me as second polling officer, that I was a lecturer (part time) at Bankim Sardar College in Canning in the same district. A Supreme Court ruling stipulates that no college teacher be deputed for polling duty. I do not know whether a part-time lecturer can be picked up for election duties, but, anyway, some friends suggested that I would gather lively experience at a rural polling booth. After initial reluctance, I decided to go.
My presiding officer was Subhashis Adhikary, an assistant teacher at Battali Bangabharati Vidyayatan, Gosaba, and the others were Bijoy Krishna Datta, first polling officer (a laboratory attendant in Sarsuna College) and Indrajit Halder, third polling officer (a technician at the Central Glass and Ceramic Research Institute, Jadavpur, a CSIR unit).
We arrived on 11 May 2014. It was a fine morning but the mercury was rising with every passing moment. At first, we had to go to Nimpeeth Ramkrishna Vidyabhavan at around 10:45 am. For me, the journey from Bagha Jatin station was anything but smooth. There was a tremendous rush and the train I managed to  board was the Lakshmikantapur Local in the Sealdah South section. It was jam-packed and most of passengers were returning home from their far off workplaces (some in other states) to exercise their right to vote, such being the desire to confirm one's citizenship in Asia's largest democratic state.
The four of us polling officers registered our presence at Counter No.10 at the Vidyayatan premises and collected an Electronic Voting Machine and other polling material. It took us a few hours to board the minibus assigned to us to get to our destination — Deulbari Uttamchand Free Primary School. Two other polling parties accompanied us in the same bus and we had to wait for paramilitary forces that would be our escort. Nimpeeth Ramkrishna Vidyabhavan was chaotic, congested and polluted. Some five diesel generators (10-15 hp) were being operated non-stop.
We reached the polling booth at around 6 pm, by which time we were exhausted. We passed through Jamtala en route to Deulbari. Our booth was a half-completed brick-built affair without plastering. The asbestos roofing made it very hot inside. There was no electricity, not even a single bench to sit on, just a wooden chair and a table meant for the presiding officer. There was no generator, nor any lamp. There was only one latrine, no bathroom. The villagers came to our aid. They brought four high benches, but for which we would not have been able to perform our duties.
The Matla river ran nearby and dreaded Royal Bengal tigers would invade the village off and on, which explained the aluminum wire nets. The village economy depended on agriculture – it's a mono-crop (paddy) growing area and entirely monsoon-dependent – and the villagers I spoke to said they tried to grow vegetables but the net yield was quite meagre. The inhabitants –Hindus and Muslims – were very simple and cordial and communal tension or the like was absent.
We were very tired when we arrived but there was no scope for rest as preparations for polling had to be made. We worked till midnight with the help of kerosene lamps and had dinner that consisted of eggs and fried potatoes. We woke at 4 am and one by one we lined up to respond to nature's call and bathe in the open. We had to be ready for polling work by 5:30 am. Voters were already in a queue. Braving the pangs of under-development and official neglect, they'd come to exercise their democratic right.
After a mock-poll in the presence of polling agents representing the Revolutionary Socialist Party, Socialist Unity Centre of India and the All-India Trinamool Congress, polling began at 7:15 am. Interestingly, there was a Bharatiya Janata Party candidate but the agent had no authorisation (identity card). We placed the problem before all, but there was no resistance. Rather, the BJP polling agent was allowed to be present, a unique lesson in friendliness. The exercise continued without break till 6 pm and of 741 voters, 671 had done their duty, meaning 90.6 per cent polling. We left to submit our EVM at Nimpeeth, which we reached at about 9:30 pm, but there was a big queue and it wasn't before 1:30 am on 13 May that we were done.
It was a memorable experience in a place where panchayati raj is a hoax, perhaps because Deulbari village was under the Suci for nearly three decades.

Nearly a century after it began, India's Communist movement faces extinction

The year was 1996, when India lost the one and only chance it ever had to elect a Communist prime minister. When yet another coalition government was being put in place in that turbulent decade, West Bengal chief minister, the doyen of Indian Communist movement and the original bhadralok, Jyoti Basu, had an offer to lead that government, but it was not to be. His party CPM pulled the plug, prompting the veteran to comment wryly on the 'historic blunder' of not accepting the challenge and perhaps, tilting the course of modern Indian history a wee bit.

Roughly a decade later, the organised Left in India – CPM, CPI, RSP and other affiliates – reached the apogee of their power when they elected a block of 59 MPs in the 2004 Lok Sabha polls, enough to become a power broker in New Delhi and dictate policy, which they did.

What has changed so dramatically that by 2014, the Left is all but over, bar the shouting?

The facts of the recently-concluded Lok Sabha elections are lamentable. Out of the 98 Lok Sabha seats the Left parties contested, CPM won only nine, securing a meagre 3.2 per cent of the national vote share – lowest since the party was formed in 1964. With one single seat won by CPI and two more by Left-backed independents in Kerala, the total strength of the Left contingent in Parliament is 12 — which is the lowest since the first general election of Independent India in 1951-52.

The Left Front won both the Lok Sabha seats in Tripura, eight out of 20 in Kerala and two in its long-held pocket borough West Bengal. Their decimation in a state that they ran for 34 years in continuum was a body blow. In Bengal, the Left Front vote share has been declining steadily — 43.3 per cent in 2009, 39.68 per cent in 2011 and 29.5 per cent in 2014.

The Left Front's big brother CPM, which could once shake the foundations of the Delhi sultanate, has fallen on bad days; 33.1 per cent vote share in 2009, 30.08 per cent in 2011 and 22.7 per cent in 2014. So, is the Left in India, like so many places in the world, in its death throes?

CPM general secretary Prakash Karat admitted that unequivocally. In Kolkata to review the poll debacle, Karat said, "The political setup of the country has undergone a sea change post this election. Unfortunately, a political force backed by the RSS and large capital has come to power. It's true that CPM, in particular, and the Left parties as a whole suffered a major jolt in the polls. Our vote share has come down significantly across the country, except in Tripura. Even West Bengal has become a fertile land for the communal forces. It's a great cause for concern and a great challenge for us. We will have to fight it politically."

Party chieftains are wont to discuss it as 'a temporary setback', but even insiders concede that the malaise runs deeper. Even while Communism was in decline the world over, particularly in the erstwhile Soviet Union, Eastern Europe and China, the Indian reds managed to hold their own in a few pockets — West Bengal, Tripura and Kerala. Bengal, the largest of the three states, elected and re-elected the Communists — a popular pun against Bengal's urbanised Communist rulers in the heydays was: "Dial CPM for Communism's polished murder."

For one, the Left base has shrunken. Only a handful, like former Left Front cabinet minister in West Bengal Abdur Rezzak Mollah, now an outcast rebel, saw the writing on the wall. His cries for taking along the have-nots, women, dalits, tribals and minorities was met with rank indifference in a party that had got used to taking power for granted.

The impact of globalisation on the Left's decline has been equally devastating. Since the 1990s, the party fell in line with the World Bank model and began to welcome private and foreign capital. When Buddhadeb Bhattacharjee took up the reins in Bengal from his one-time mentor and predecessor Jyoti Basu, the effort to woo private capital became more aggressive. Ironically, this apparent aggression to lure private capital coincided sometimes with violent resistance by the Left-controlled trade unions. This half-way house sent a confusing signal. The Left had moved away gradually from its core strength — proletariat, working class and the peasants — yet they were not close enough to big capital.

Indian Leftists have paid a heavy price for this double standards. The bloodbath of farmers and peasants at Singur and Nandigram over land acquisition for industry turned out to be the final nail in the coffin of the Left government in West Bengal. Since its historic rout at the hands of the Mamata Banerjee-led Trinamool Congress in 2011, the Left has been on a steady decline.

The Left Front government's fall in West Bengal in 2011 was in many ways the death knell for Left politics in India. Kerala with 20 MPs and Tripura with two were mainly sideshows. Bengal with 42 Lok Sabha seats always dominated and now those are gone. In sheer scope and drama, it was a moment reminiscent of the fall of Communism in Soviet Union and Eastern Europe.

Political events in India have revealed how the Indian Communist factions have been unable to adjust to the emerging realities of the subcontinent. Their propensity to hold on to the past and be its prisoner has been seen as a clear indication of escapism, while Communism elsewhere, from China to Nepal, has changed unrecognisably.

A former national-level CPM student leader believes the party's decline in West Bengal began with the untimely death of former politburo member Anil Biswas. Calm and composed, Biswas was an astute politician and organisation man, striking the much-needed balance between the party and the government. The fissures within CPM and the Left Front came out in the open following his death and an ageing Jyoti Basu was in no position to pull his weight.

Political observers believe it was a bright move on the part of the party leadership to replace Basu with Buddhadeb Bhattacharjee. Bhattacharjee's 'bhadralok' image and his hobnobbing with the intelligentsia helped the party get over the 'brand fatigue' and assisted the Marxists win another round at the hustings. But that turned out to be its swan song.

In his quest to win over new friends and influence people, Buddhadeb antagonised the Left's traditional support base. While his intentions may have been good, he certainly overlooked the fact that the hardliners were still strong and were calling the shots in the party. There was none to coordinate and strike a balance between the party and the government.

When as the head of the state administration, Bhattacharjee gave a call and announced moves to ban strikes and bandhs, he faced stiff resistance and criticism from the party. He had to apologise publicly.

The same thing happened when 'Operation Sunshine', a move to free Kolkata pavements of hawkers, was announced. Precisely at the same moment, Trinamool supremo Mamata Banerjee stood beside the hawkers, drivers, daily wage earners, working class and eventually farmers and projected herself as the true messiah of this group. In the process, the lowliest tiers of the Left parties switched camps and moved towards Mamata. With little by way of ideological support and cadres shifting allegiance, it became the prelude to an election rout.

The rout was so extensive and the decline so deep that CPM, earlier known for its proverbial well-oiled poll machinery, failed to assign polling agents in a majority of booths across the state in the recent Lok Sabha elections. The party has been unable to cash in on Mamata Banerjee's failures: sharp rise in crime, corruption, state repression of civil liberties and financial scandals like the Saradha ponzi scheme .

Points out Piyali Bhattacharya, a sociologist, "Interestingly, every time the present rulers make a mistake or get entangled in a fresh controversy, it invariably reminds an urban middle-class voter of a bigger mistake by the previous Left Front government. The possibility of bouncing back, riding on the present government's wrongdoings, therefore seems minimum, at least at this point of time."

The road travelled has been a long one for the Indian Left. The Communist Party of India (CPI) was founded in 1920. Even then, a generation of highly sophisticated Indians, completely upper crust in values, taste and style, had hobnobbed with the best of international revolutionaries. The likes of MN Roy had met and interacted with Vladimir Lenin and Leon Trotsky, much influenced as he and other Indians were by the Russian Revolution of 1917. Even before the Communists had formally set up shop in India, the Ghadar Party proclaimed through its campaign against the British Raj that "the time will soon come when rifles and blood will take the place of pens and ink."

Historians like Rajni Palme Dutta had blazed a socio-economic critique of India, which was read at the highest level of global academia and a slightly later generation of Indian Communists like Jyoti Basu had the privilege of attending lectures of socialist icons like Harold Laski in England.

But such has been the Left rout this time that nearly 50 years after they split, there are discreet voices in favour of a re-merger of CPM and CPI to regain some ground. Publicly, the leadership of both parties play down such possibilities, but who knows tomorrow? CPI leader Gurudas Dasgupta said the two parties should review their poll performances separately (and then as a front) and chart out corrective measures and a course of action separately, maintaining Left unity.

In this melee and decline, if any state looks better in comparison to West Bengal, it is Kerala. The Lok Sabha results there are being projected as an improvement, simply because the CPM-led LDF could increase its tally from four to eight. What is less recognised is that it is the only major state where the Congress and its allies have won a majority of seats, 12 out of 20.

Tripura remains CPM's showpiece. The party won two seats with huge margins over a weak and fragmented opposition, securing over 64 per cent of the votes. However, the credit for this victory primarily goes to Tripura chief minister Manik Sarkar and his colleagues, who have delivered substantively on pro-people governance and have also been able to largely insulate the party from the negative trends visible within CPM elsewhere.

There are many who believe had the Communists stayed with the UPA during its first stint and taken up cabinet positions, it would not only have strengthened the coalition but would have immensely helped those states from which their MPs had been elected. However, the Left parties have not been able to think or shoot straight when it comes to employing political tactics that are critical to keep them relevant in today's context.

Experts say rather than offering lame-duck excuses, the CPM leadership should introspect on this cataclysmic decline in their fortunes – with a corresponding look at the significant spike in BJP's vote share in West Bengal from 4 per cent in 2011 to nearly 17 per cent in 2014. It is clear that a large section of Left supporters have deserted in favour of BJP. TMC has held on to its vote share while BJP has gained considerable ground. In fact, the Left's decline is a major contributor to the rise of the Right in India. Equally, it is true that the Left in India has always punched far above its weight and now the chickens are coming to roost.

Can the Left stage a comeback? Says Karat: "I think different class and mass organisations should prepare and build independent movements. No doubt, it's a tough situation. We will have to take people along to face the situation. We will have to build movements around their problems."

Politburo member and CPM's West Bengal secretary Biman Bose, also chairman of the Left Front, lays equal stress on building mass movements and strengthening party wings. "The backdrop against which this election was fought was completely different. We had never experienced such a situation in the past. We will have to pay utmost attention to overcoming our weaknesses in electoral battle and revitalising organisational functioning. We will also have to take up a continuous campaign against the communal forces. We need to improve operational efficiency and effectiveness of our mass organisations by all means," Bose said.

Incredibly, despite the poll rout, there are no signs of an immediate change in leadership, as demanded by a large section within the party in West Bengal. Except for politburo member and former West Bengal chief minister Buddhadeb Bhattacharjee, who volunteered to stay out of the party's central leadership in the wake of the electoral reverses, none else is willing to introspect. Left mandarins would rather prefer longer debates and analysis.

Sadly for the Left, they are not willing to concede that there is something seriously wrong with their tools. Mohammed Salim, CPM central committee member and one of the few party MPs left, reiterated that the basic tools in the hands of the Left would remain the same. It will have to reconnect with the people and make them understand the utilities of these tools and the Left movement, as a whole. Easier said than done.

In West Bengal, it is not just the younger generation but also a large section of the committed Left intelligentsia that has switched camps. Trinamool Congress has eaten heavily into the Left intellectual base. The faces that once rallied behind the Left parties in Bengal are today Mamata's showstoppers — all without batting an eyelid. Now even the BJP is in the race.

There are other reasons for this institutional decline. Well-known economist Suman Mukherjee offers an explanation. "Trade unions were instigated to agitate for higher wages and over time allowances. They never demanded safety and protection from occupational hazards as is expected in modern labour movements. Nor did they demand training, redeployment or modernisation. Profits were treated as synonyms for exploitation and meant to be redistributed among workers."

Add to it, the classic Communist bugbear — hypocrisy. "Many Left leaders led lifestyles of the affluent and mouthed their belief in Communism. There was a gap between what they preached and what they practised. They did not live the lifestyles of their followers. Therefore, the schism between the leaders and followers increased. And this was exposed in the Communist movement of India,'' Bannerjee said. (Read his column in this edition)

Down in the dumps, the party lacks charismatic leaders like Jyoti Basu, Buddhadeb Bhattacharya or Somnath Chatterjee. Neither does it have young crowd pullers and mass leaders who can connect with the people, particularly the younger lot. The party has failed to promote younger leaders, the only exception being the move to send young, articulate former SFI leader Ritobroto Banerjee to the Upper House at Buddhadeb Bhattacharya's instance.

The future is downright uncertain. For the time being though, the Leftists in India can only find solace in what Soren Aabye Kierkegaard, the Danish philosopher and founder of existentialist thought and absurdist traditions, said: "Truth always rests with the minority, and the minority is always stronger than the majority, because the minority is generally formed by those who really have an opinion, while the strength of the majority is illusory, formed by the gangs who have no opinion — and who, therefore, in the next instant (when it is evident that the minority is the stronger) assume its opinion... while truth again reverts to a new minority. Amen."

ভিয়েনার বাঙালী কমিউনিটির অতি পরিচিত মুখ আবিদ হোসেন খান তপন অস্ট্রিয়াতে আছেন তিন দশক। জাহাঙ্গীরনগর বিশ্ববিদ্যালয়ের এই প্রাক্তন ছাত্র বাঙালী কমিউনিটির নেতৃস্থানীয় প্রতিনিধি। আমার ঘনিষ্ঠ এই বন্ধুটিকে সব সময়, সব প্রয়োজনে পাওয়া যায় সবার পাশে। সবার সঙ্গে তাঁর সদ্ভাব। সাহসী এক যোদ্ধাই বলা যেতে পারে তাঁকে। দূর পরবাসে নিজেকে যেমন প্রতিষ্ঠিত করেছেন, তেমনি যুদ্ধ করেছেন ক্যান্সারের বিরুদ্ধে। শরীরে দানা বাঁধা কর্কট রোগকে পরাস্ত করে জীবনযুদ্ধে জয়ী আবিদ হোসেন খান তপনের টেলিফোন পেলাম সাতসকালে। কুশলাদি জিজ্ঞাসা করে তিনি সেদিনের হয়টে (ঐবঁঃব) পত্রিকাটি দেখার জন্য অনুরোধ করলেন। তখনও পত্রিকা দেখার সুযোগ হয়নি। ঘর থেকে বাইরে বের হলে তবেই পত্রিকা সংগ্রহ করা সম্ভব। অনলাইনের যুগে এখানে পত্রিকা কিনে পড়ার লোকের সংখ্যা খুব বেশি নেই। অন্যদিকে এখানে বাংলাদেশের মতো ঘরে ঘরে হকাররা পত্রিকা পৌঁছে দিয়ে যায় না। ফলে পত্রিকা সংগ্রহ করতে হলে বাইরে কোন নিউজ পেপার স্ট্যান্ডে যেতে হবে। অবশ্য সব বড় শপিং মলে, বাস স্টপেজে, স্টেশনে, ফিলিং পাম্পে খবরের কাগজের স্ট্যান্ড আছে। যে যার মতো পত্রিকা সংগ্রহ করতে কোন বাধা নেই। কাজেই বাইরে বের হলে পত্রিকাটি সংগ্রহ করা যাবে, এই ভেবেই তাঁর সঙ্গে কথা বলা শেষ করেছি। দিনটি ভাল কাটুক এই শুভকামনা জানিয়ে ফোনটি রাখলেন তিনি।
প্রতিদিনের মতো ঘর থেকে বেরিয়ে নিজের কাজে ব্যস্ত হয়ে পড়ায় দিনের শুরুতেই কাগজটি আর সংগ্রহ করা হয়নি। কী এমন খবর সেখানে আছে, যার জন্য পত্রিকাটি সংগ্রহ করতে হবে, সে কথাও আবিদ হোসেন খান তপনকে জিজ্ঞাসা করা হয়নি। কিছুক্ষণের মধ্যেই আবার মুঠোফোন বাজতেই স্ক্রিনে যে নামটি ভেসে উঠল, এ নামটিও আমার পরিচিতি। তিনি অস্ট্রিয়ার নাগরিক ড. পিটার লরেঞ্জ, পেশায় একজন সিনিয়র আইনজীবী। আমার ব্যক্তিগত বন্ধু পিটার জানতে চাইলেন, আমি সেদিনের হয়টে পত্রিকাটি দেখেছি কি না। জানালাম পত্রিকাটি এখন পর্যন্ত দেখার সুযোগ হয়নি। যে কোন এক ফাঁকে অনলাইনে দেখে নেব। তিনি বললেন পত্রিকাটির প্রিন্ট কপি সংগ্রহ করতে। কী এমন খবর সেখানে আছে যে প্রিন্ট কপি সংগ্রহ করতে হবে-এমন প্রশ্নের জবাবে পিটার জানালেন, যে খবরটি ঐদিনের হয়টে পত্রিকাটি ছেপেছে, যা আমাকে বিস্মিত করবে। 
এখানে বলে রাখি, হয়টে ভিয়েনা থেকে প্রকাশিত জার্মান ভাষার সবচেয়ে পাঠকপ্রিয় পত্রিকা। এই জার্মান শব্দটির বাংলা প্রতিশব্দ 'আজ'। এখান থেকে জার্মান ভাষায় যে দৈনিকগুলো প্রকাশিত হয় তার মধ্যে হয়টের প্রচার সংখ্যা সবচেয়ে বেশি। পত্রিকাটি কোথাও বিক্রি হয় না। পত্রিকা স্ট্যান্ডে রাখা থাকে, যে কেউ ইচ্ছে মতো সেটা সংগ্রহ করতে পারে, তার জন্য কোন ইউরো পকেট থেকে দিতে হয় না। অর্থাৎ পত্রিকাটির বিজ্ঞাপন এত বেশি যে পত্রিকা কর্তৃপক্ষ এটা বিনামূল্যে বিলি করে। তাতে তাদের লোকসান হয় না। পিটার লরেঞ্জের টেলিফোনের পর ভেবেছি পরবর্তী স্টল থেকে পত্রিকাটি সংগ্রহ করতে হবে। কী বিস্ময় আমার জন্য অপেক্ষা করছে, অন্তত সে কৌতূহল মেটাতে হবে। কিন্তু সেখানে গিয়ে দেখি সেদিনের কোনো পত্রিকা অবশিষ্ট নেই। এখানে রাস্তায় পত্রিকার হকার পাওয়া যাবে না। ঢাকার ফার্মগেট, শাহবাগের মতো যে কোন জায়গা থেকে ইচ্ছে করলেই একাধিক দৈনিক সংগ্রহ করা সম্ভব নয়। পত্রিকা বিক্রির নির্দিষ্ট জায়গা আছে, সে কথা আগেই বলেছি। সেখান থেকেই পত্রিকা সংগ্রহ করতে হবে। পরবর্তী পত্রিকা স্টলের খোঁজে পা বাড়াতেই এবার আরেক অস্ট্রিয়ান বন্ধুর ফোন। এবার ফোন করেছেন মিশেলা ব্যান্ডিয়ন, পেশায় সাংবাদিক। তাঁর সঙ্গেও অনেক আগের পরিচয়। মাঝে মাঝে দেখা হয়। মিশেলাও ঐদিনের হয়টে পত্রিকাটি দেখতে বললেন। মিশেলা জানেন আমি বাংলাদেশের পত্রপত্রিকায় লেখালেখি করি। তিনি জানালেন, আমি নাকি হয়টে পত্রিকার ভেতরের পাতায় আমার লেখার খোরাকও পেয়ে যেতে পারি। মিশেলার ফোনের পর আমার আগ্রহ আরও বেড়ে যায়। কিন্তু পত্রিকা কোথায় পাই? 
মিশেলের ফোন ছাড়তে না ছাড়তেই আরেক অস্ট্রিয়ান বন্ধুর ফোন। পেশায় সাংবাদিক নরবার্ট বয়্যারও জানতে চাইলেন, আমি হয়টে পত্রিকাটি দেখেছি কি না। জানালাম তখনও হয়টে পত্রিকাটি আমি সংগ্রহ করতে পারিনি। পিটার ও মিশেল যে আমাকে পত্রিকাটি সংগ্রহ করতে বলেছেন, তা জানাতেও দ্বিধা করলাম না। নরবার্টও বললেন সেখানে ছোট করে হলেও বাংলাদেশ নিয়ে বড় একটি খবর আজ প্রকাশিত হয়েছে। 'এই রাজনীতিবিদদের নিয়ে তোমরা আগামী দিন কিভাবে পাড়ি দেবে'-এমন একটি প্রশ্ন ছুঁড়ে দিয়ে কথা শেষ করলেন তিনি। 
নরবার্টের সঙ্গে কথা শেষ করেই আবার পত্রিকার খোঁজ করি। সৌভাগ্যক্রমে পেয়েও যাই একটি স্টলে। পত্রিকাটি হাতে নিতেই ফোন বেজে ওঠে। এবার ড. মার্টিন বুচবার্গার। ভদ্রলোক পেশায় অধ্যাপক, আমার অনেক দিনের পরিচিত। তিনিও হয়টে পত্রিকাটির কথা বললেন। জানালাম, পত্রিকাটি মাত্রই আমি হাতে পেয়েছি। তিনি বললেন, ভেতরের পৃষ্ঠা খুলে দেখ তোমাদের এক রাজনীতিবিদ সম্পর্কে কী লেখা হয়েছে। তাঁকে ধন্যবাদ দিয়ে তাড়াতাড়ি পত্রিকার পাতা ওল্টাতে থাকি। কী এমন খবর যা ভিয়েনার বাংলাদেশী কমিউনিটি তো বটেই, আমার পরিচিত অস্ট্রিয়ানদেরও নাড়া দিয়েছে! এরই মধ্যে আমার মোবাইল ফোনে অনেক এসএমএস জমা হয়েছে। সব ক্ষুদে বার্তাতেই এই একটি খবর পাঠ করার কথা বলা হয়েছে। দ্রুত পৃষ্ঠা ওল্টাতে থাকি। ভেতরের পাতাতেই পেয়ে যাই খবরটি। বিএনপি নেতা ব্যারিস্টার মওদুদ আহমদকে নিয়ে সেখানে একটি সচিত্র প্রতিবেদন প্রকাশিত হয়েছে। যাতে বলা হয়েছে, বাংলাদেশের একজন রাজনীতিবিদ মওদুদ আহমদ এক অস্ট্রিয়ান নারীর সম্পত্তির উত্তরাধিকার সেজে তা দখল করেছেন। জার্মান ভাষায় খবরটির শিরোনাম 'চড়ষরঃরশবৎ ধষং ঊৎনংপযষবরপযবৎ', যার উচ্চারণ 'পলিটিকেয়ার আলস এরবসøাইক্ষের'। বাংলায় এই শিরোনামটির অর্থ 'জালিয়াতি করে উত্তরাধিকার সেজে জমি দখল করা।' এই শিরোনামের সংবাদটির সারাংশ হচ্ছে, 'বিশিষ্ট রাজনৈতিক নেতা মওদুদ আহমদ সম্ভবত জালিয়াতি করে ভিয়েনার অধিবাসী মৃত মিসেস ইনজে মারিয়া ফ্ল্যাজের উত্তরাধিকার সেজে ২ দশমিক ৮৫ মিলিয়ন ইউরো নিয়েছে। এ ব্যাপারে আইনী তদন্ত শুরু হয়েছে।'
খবরটি পাঠ করে এতক্ষণে আমি অস্ট্রিয়ান নাগরিকদের বিস্ময়ের কারণটি উপলব্ধি করতে পারি। বুঝতে পারি হয়টে পত্রিকার ভেতরের পাতায় প্রকাশিত একটি খবর নিয়ে ভিয়েনার বাঙালী কমিউনিটিতে কেন এত তোলপাড়। অস্ট্রিয়া এমন এক দেশ, যেখানে সবাই সম্পন্ন। উত্তরাধিকার নিয়ে কেউ কোনদিন কোন চিন্তা করে না। বাংলাদেশে যেমন সম্পত্তি নিয়ে খুনোখুনির ঘটনা ঘটে, মৃত ব্যক্তির সম্পত্তির উত্তরাধিকার গজিয়ে যায়, তেমন কোন সম্ভাবনা অস্ট্রিয়াতে নেই। কোন সম্পত্তির উত্তরাধিকার নিয়ে কোন মামলার ঘটনা অস্ট্রিয়াতে বিরল। এখানে কেউ মারা গেলে, যদি তাঁর উত্তরাধিকার খুঁজে পাওয়া না যায়, তাহলে সেই সম্পত্তি সরকারের হেফাজতে চলে যায়। স্বাভাবিকভাবেই, কোন এক অস্ট্রিয়ান নারী, যিনি কোন এক সময়ে তৎকালীন পূর্ব পাকিস্তানে ছিলেন, তাঁর সম্পত্তির উত্তরাধিকার কেমন করে মওদুদ আহমদ হলেন, এটাই অস্ট্রিয়ানদের বিস্ময়ের কারণ। আমি ঐ অস্ট্রিয়ান নাগরিক ইনজে মারিয়া ফ্ল্যাজের খোঁজ করতে শুরু করি। জানতে পারি তিনি অনেক আগেই পৃথিবীর মায়া কাটিয়েছেন। কোন এক সময় পাকিস্তানী নাগরিক মো. এহসানের সঙ্গে তাঁর বিয়ে হয়েছিল। ঢাকার পত্রিকায় প্রকাশিত খবরেও বলা হয়েছে, গুলশান আবাসিক এলাকায় ১৫৯ নম্বর হোল্ডিংয়ে এক বিঘা ১৩ কাঠা আয়তনের প্লটটি পাকিস্তানি নাগরিক মো. এহসানকে ১৯৬০ সালের ২৪ আগস্ট হস্তান্তর করে তৎকালীন ডিআইটি, বর্তমানে রাজউক। পরবর্তী সময় লিজ গ্রহীতার প্রত্যর্পণ সংক্রান্ত আবেদনের ভিত্তিতে তাঁর স্ত্রী ইনজে মারিয়া ফ্ল্যাজের নামে প্লটটি ১৯৬৫ সালে লিজ দলিল হিসেবে রেজিস্ট্রি হয়। সরকারী পরিত্যক্ত সম্পত্তি তালিকা প্রণয়ন সংক্রান্ত 'মিনিস্ট্রি অব কেবিনেট অ্যাফেয়ার্স' জারির আগেই ইনজে মারিয়া ফ্ল্যাজ ও যুদ্ধের পর পরই তাঁর স্বামী মো. এহসান দেশত্যাগ করেন। ১৯৭৩ সালে প্লটটি পরিত্যক্ত সম্পত্তি হিসেবে গেজেটে তালিকাভুক্ত হয়।
বাংলাদেশের পত্রপত্রিকার খবর অনুযায়ী, রাজধানীর গুলশানে সরকারী বাড়ি আত্মসাতের অভিযোগে দায়ের হওয়া দুর্নীতির মামলায় বিএনপি স্থায়ী কমিটির সদস্য ব্যারিস্টার মওদুদ আহমদ ও তাঁর ভাই মনজুর আহমদের বিরুদ্ধে অভিযোগপত্র দাখিল করেছে দুর্নীতি দমন কমিশন। অভিযোগপত্রে বলা হয়েছে, মওদুদ আহমদ ও তাঁর ভাই গুলশানের ওই বাড়ি ভোগদখল করে আসছেন।
অভিযোগপত্রে বলা হয়, মওদুদ আহমদ ওই সম্পত্তি আত্মসাতের উদ্দেশ্যে নিজেকে ইনজে মারিয়া প্রদত্ত আম মোক্তারনামার (পাওয়ার অব এ্যাটর্নি) দাবিদার দেখানোর জন্য একটি আম মোক্তারনামা তৈরি করেন এবং সুবিধামতো সময়ে ব্যবহার করেন। ১৯৭৩ সালের ২ আগস্ট থেকে নিজেকে ভাড়াটিয়া দেখিয়ে তিনি বাড়িটি দখলে নেন। অভিযোগপত্রে বলা হয়, লিজ গ্রহীতা ইনজে মারিয়া স্বাধীনতার পর বাংলাদেশে আসার কোন দালিলিক প্রমাণ না থাকলেও মওদুদ আহমদ তাঁর পাওয়ার অব এ্যাটর্নিতে তা দেখিয়েছেন। পরবর্তী সময় ১৯৭৮ সালে তৎকালীন সরকারে যোগদান করে প্রথমে সরকারের মন্ত্রী এবং ১৯৭৯ সালে জাতীয় সংসদ সদস্য নির্বাচিত হয়ে তৎকালীন সরকারের উপপ্রধানমন্ত্রী থাকাকালে ক্ষমতার অবৈধ প্রভাব খাটিয়ে বাড়িটিকে পরিত্যক্ত সম্পত্তির তালিকা থেকে বাদ দেয়ার অপচেষ্টা করেন। গণপূর্ত ও নগর উন্নয়ন মন্ত্রণালয় থেকে প্লটটি ১৯৮০ সালের ১৩ মে মারিয়ার নামে ১০০ টাকা মূল্যে হস্তান্তর দলিল বের করেন। একই বছর প্লটটি রেজিস্ট্রি করা হয়। পরে ১৯৮৪ সালে ইনজে মারিয়া কর্তৃক জনৈক মহসিন দরবার বরাবরে একটি আম মোক্তারনামা সম্পাদন দেখানো হয়। ইনজে মারিয়া ১৯৮৫ সালে মারা যান। এটা জানা সত্ত্বেও মহসিন দরবার নামক ব্যক্তিকে দিয়ে মৃত ব্যক্তির আম মোক্তার হিসেবে ১৯৮৫ সালে বাড়িটি মওদুদের সহোদর মনজুর আহমদ বরাবর চুক্তি সম্পাদনা দেখানো হয়। কিন্তু রাজউকের নথিতে তা নেই।
মওদুদ আহমদ অবশ্য এই অভিযোগ অস্বীকার করে ঢাকায় একটি সংবাদ সম্মেলন করেছেন। যেখানে তিনি বলেছেন, 'গুলশানের ওই বাড়িটির মালিক ছিলেন অস্ট্রিয়ান নাগরিক মিসেস ইনজে মারিয়া ফ্ল্যাজ। আমি শুধু তার একজন আইনজীবী ছিলাম। অস্ট্রিয়ান সরকারের আবেদনের পরিপ্রেক্ষিতে বাংলাদেশ সরকার ১৯৮০ সালে এই বাড়িটি রেজিস্ট্রি দলিলের মাধ্যমে তাঁকে ফিরিয়ে দেন। তখন আমি সরকারী ক্ষমতায় ছিলাম না। ২০০৫ সালের ১৫ ডিসেম্বর হাইকোর্টের রায়ের ভিত্তিতে রেজিস্ট্রি করা দলিলের মাধ্যমে লন্ডনে বসবাসরত আমার ভাই মনজুর আহমদ এই বাড়ির মালিক হন।' 
ঐ সংবাদ সম্মেলনের তাঁর ভাষ্যেই দেখা যায় মওদুদ আহমদ ১৯৮০ সাল থেকে চলে এসেছেন ২০০৫ সালে। এটা তাঁর স্বভাবজাত ব্যাপার। মওদুদ আহমদের রাজনৈতিক জীবন সম্পর্কে যাঁরা ওয়াকিফহাল, তাঁরা জানেন দুর্নীতিতে তাঁর জুড়ি মেলা ভার। দুর্নীতির দায়ে তাঁর সাজাও হয়েছিল। জেল খেটেছেন তিনি। আবার রাষ্ট্রপতির সাধারণ ক্ষমায় কারামুক্ত হয়েছেন। কাজেই এ ধরনের জালিয়াতি করা যে তাঁর পক্ষে অসম্ভব নয়, তা বলাই বাহুল্য। যদিও সংবাদ সম্মেলনে আত্মপক্ষ সমর্থন করেছেন তিনি। অবশ্য মওদুদ আহমদ সবসময় নিজের সুবিধা অনুযায়ী 'ওয়াজ' করতে পারেন। এর লিখিত দলিলও আছে। কর্নেল তাহের হত্যা মামলার পূর্ণাঙ্গ রায়ে বলা হয়, ট্রাইব্যুনাল গঠনের অনেক আগেই জেনারেল জিয়াউর রহমান কর্নেল তাহেরের মৃত্যুদণ্ড প্রদানে মনস্থির করেন। রায়ে হাইকোর্ট মওদুদ আহমদ রচিত 'ডেমোক্রেসি অ্যান্ড দ্য চ্যালেঞ্জ অব ডেভেলপমেন্ট : এ স্টাডি অব পলিটিক্স অ্যান্ড মিলিটারি ইন্টারভেনশন্স ইন বাংলাদেশ' বই থেকে উদাহরণ টানেন। এর প্রতিবাদে সেই সময় যুদবলের কর্মীরা মওদুদের কুশপুতুলও দাহ করেন।
যাহোক, আগের প্রসঙ্গে ফেরা যাক। মওদুদের এই উত্তরাধিকার দাবি এখন ভিয়েনার বাঙালী কমিউনিটিতে সবেচেয়ে আলোচিত বিষয়। ভিয়েনাতে আমারও প্রায় দুই যুগ অতিবাহিত হতে চলেছে। এখানে এই দীর্ঘ সময়ে এমন কোন মামলার কথা শুনিনি। কেউ মারা গেলে তাঁর উত্তরাধিকারের দাবি নিয়ে কোন আত্মীয়কে আদালতে যেতে দেখিনি। এমন কোন ঘটনার সঙ্গে অস্ট্রিয়ার কোন নাগরিক কিংবা বাঙালী কমিউনিটির কোন পরিচয় আগে ঘটেনি। অস্ট্রিয়ান নারীর উত্তরাধিকার দাবি করে মওদুদ আহমদের বাড়ি দখলের ঘটনা তাই অস্ট্রিয়াতে বিস্ময়ের সৃষ্টি করেছে। তোলপাড় চলছে। এখানকার বাঙালী কমিউনিটি তো বটেই, অস্ট্রিয়ানরাও মনে করছেন এটা বড় ধরনের জালিয়াতি। বিদেশে বাংলাদেশের মুখ উজ্জ্বল করতে এই জালিয়াতির তদন্ত ও বিচার হওয়া উচিত বলে ভিয়েনায় বসবাসরত বাঙালীদের অভিমত।

Civil society movements are playing the role of the Left today, Aam Aadmi Party's upsurge being a classic example

Afriend of mine, who went to college with me in Kolkata, thought, 'good, bad or ugly', India needed a change. She wants to see Narendra Modi's 'numerically emphatic victory' as the causal effect of India's national aspiration for change. Now based in the US, I could see that she had shed her sympathy for the Left, which was so common among college-going youths of the '80s and '90s in Kolkata.

A Bangalore-based techie, who spent over five years in school with me, openly aspired and vehemently argued for a Modi government at the Centre. Surprised by the intensity of his argument and strength of his conviction, I was tempted to ask how his father — a veteran journalist, writer with strong Left inclination — felt about this change in stance within the family! My friend wasn't apologetic, instead underlined the fact that "these are two generations representing different times in history."

Narratives like these are helpful in understanding popular discourses that shape socio-political landscapes. It becomes all the more interesting when viewed from a distance so as not to be overwhelmed by proximity to the very moment in time and the object of analysis.

The decline of the Left is a fact of life, not only within India but across the global sphere. However, that doesn't in anyway imply the decimation of the voices of protests and dissents that are so closely related to the politico-philosophical ideology of the Left. A friend once told me, "The official Left makes way for the multi-headed heterodox Left."

His words sounded paradoxical then, but being a bystander to the global upheavals at multiple levels of society one can easily infer that socio-historic perspectives do make a difference. Not that people necessarily analyse and act, but circumstances make them think in a definite way. The demise of the 'nation state' as a dominant discourse and the rise of 'neo-liberalism' as an economic doctrine played catalysts to the so-called socio-historic transformation and India is no different.

The weakening of the 'nation state' as a fallout of the decline in Keynesianism has withered those institutions – like the public sector, bodies upholding public and social consumption — which projected the dominance of ideologies that for years have been the hallmark of the Left and trademark of the essence of the Congress.

There is no denying the fact that economic liberalisation was initiated by a Congress government in 1991 and the process, in fact, had started even before, probably during the later years of the Indira Gandhi government in the early 1980s, but we had been witness to an ongoing ideological and emotional tussle between the socialistically-inclined segment of the Congress and its liberalising counterpart. Whenever the party was in trouble, it took no time to swing back to its 'ex-reform' agenda.

Similar was the case with the Left. Apart from the crises emanating from the electoral arithmetic since 2008, the Left was virtually hitting its head on the wall as politics as a manifestation of strong ideological compulsion took a backseat following the emergence of 'neo-liberalism' as a dominant doctrine. If globalisation contributed to expansive capitalism, neo-liberalism as a doctrine single-handedly ensured that politics was no longer string-tied to ideology and became a function of 'service provision and clientelism'. The symptoms were evident in West Bengal, once a citadel of the Left. The world war horses and foot soldiers of an ideology, many of whom spent their whole lives dreaming of and aspiring to bring about social change, were replaced by clients or beneficiaries of such a long Left regime. These elements — heterogeneously composed of promoters, primary school teachers, owners of rice mills and brick kilns and small traders — backed successive Left governments to ensure nothing but self-interests. That they are not tied to any ideological baggage is evident from the fact that some of these elements quickly changed camps since the inauguration of the Trinamool Congress government.

The failure of the Left was not necessarily because it allowed itself to be swamped by opportunists and hoodlums, but for its failure to recognise that the lexicon of the dominant political discourse had changed. The euphoria of being in power for such a long time in West Bengal actually resulted in a sense of complacency, restraining an already dogmatic Left leadership from seeing for themselves how the world had changed, even though it was palpable to those who moved out of Bengal.

The stimulants of change were in the air but the Left leadership failed to acknowledge them. Instead, they continued to harp on 'old politics' — characterised by stoking fear and insecurity, treating people as faceless numbers — as depicted in their voter identity cards, denying the minimum dignity that a person is entitled to, and sermonising the electorate rather than interacting with them with due respect to their level of knowledge and enlightenment.

In fact, during the just-concluded parliamentary elections, the strategy of the Left in West Bengal was confined to 'negativism' — based on their hope to encash on vote split among Trinamool Congress, Congress and the BJP — and a 'hopeless campaign' that relied more on ridiculing political opponents rather than putting forward a 'sense of hope.'

What happens to the organic relationship that lies between the Left and voices of dissent?

No one expects the dissenting voices to subside with the decline of the mainstream parties to the left of India's political spectrum. More than anything else, the social movements and, in some cases, civil society movements are playing the role of the Left. Not that there is complete coherence in their policies and courses of action, but some sort of rhizomic (ginger-like, i.e. if one cuts a slice of ginger and plants it, the slice grows like an independent rhizome but with all the traits of the mother ginger plant) relationship exists between various social movements.

The Aam Aadmi Party is a classic example as to how civil society organisations can outgrow themselves from being intermediaries between the state and the individual to independent political formations, performing the role of the 'social Left'. Moreover, some political figures like Mamata Banerjee and Nitish Kumar will try to play the 'moral Left', leave aside the various radical, non-state Left actors like the Maoists.

র‌্যাবের সাবেক কর্মকর্তা মেজর আরিফ ও তার দুই আত্মীয়ের ব্যাংক হিসাবে অস্বাভাবিক লেনদেনের তথ্য পাওয়া গেছে। তিনটি বেসরকারি ব্যাংকের হিসাবে আরিফের অর্ধশত কোটির বেশি টাকা জমা রয়েছে। রাজধানীর মিরপুর ডিওএইচএস এবং মোহাম্মদপুরে দুটি বিলাসবহুল ফ্ল্যাটের সন্ধানও পেয়েছে তদন্ত কর্মকর্তারা। সেনা কর্মকর্তার হিসাবে এত টাকার উৎস সম্পর্কে সন্তোষজনক জবাব দিতে পারছেন না মেজর আরিফ। বিলাসবহুল ফ্ল্যাট সম্পর্কেও কিছু বলছেন না। এ সংক্রান্ত প্রশ্ন বারবার এড়িয়ে যাচ্ছেন তিনি। নারায়ণগঞ্জে সাত অপহরণ ও খুনের মামলায় রিমান্ডে আছেন সাবেক এ সেনা কর্মকর্তা।
টাকার উৎস সম্পর্কে আরিফ নানা ধরনের কথা বলছেন। একবার বলেন, কয়েক মাস আগে কিছু জমি বিক্রি করেছি। সেখান থেকে পাওয়া মোটা অংকের টাকা ব্যাংকে রয়েছে। তবে কোন এলাকায় জমি বিক্রি করেছেন সে সম্পর্কে নিশ্চিত করে তিনি কিছু জানাতে পারেননি। গত বছরের আগস্ট এবং চলতি বছরের জানুয়ারি মাসে রাজধানীর মোহাম্মদপুর ও মিরপুর ডিওএইচএস এলাকায় কেনা ফ্ল্যাটের ব্যাপারেও সন্তোষজনক কোনো জবাব দেননি সাবেক এই মেজর।
তদন্ত কর্মকর্তারা মনে করছেন, সাত খুনের ঘটনায় মোটা অংকের টাকা লেনদেনের যে অভিযোগ করা হচ্ছে তার বড় একটি অংশ মেজর আরিফের ব্যাংক অ্যাকাউন্টে জমা হয়েছে। ঘটনা প্রমাণে এটি বড় সহায়ক হিসেবেও কাজ করবে। এছাড়া মেজর আরিফের নামে কেনা দুটি ফ্ল্যাটের ব্যাপারেও তাকে জিজ্ঞাসাবাদ করা হচ্ছে। গ্রামের বাড়িতে নামে-বেনামে কেনা সম্পত্তি সম্পর্কেও তাকে জিজ্ঞাসাবাদ করা হবে।
তদন্ত কর্মকর্তা সূত্রে জানা গেছে, ময়মনসিংহের গফরগাঁওয় পৌর শহরের ৯নং ওয়ার্ডের শিলাসীতে মেজর আরিফের গ্রামের বাড়ি। সেখানেও তার নামে-বেনামে রয়েছে বিশাল সম্পত্তি। শিলাসী গ্রামের রেল লাইনের পূর্ব পাশে রয়েছে তার বিলাসবহুল একটি বাড়ি। বাড়িটি দ্বিতীয় তলার নির্মাণ কাজ চলছে। নাম প্রকাশে অনিচ্ছুক এক নির্মাণ শ্রমিক জানান, র‌্যাবের সাবেক এই সেনা কর্মকর্তা আরিফ হোসেনের পূর্বের বাড়ি ছিল গাজীপুর জেলার পাকুন্দিয়া উপজেলায়।
গফরগাঁও উপজেলার পৌর শহরের ৯নং ওয়ার্ডের শিলাসী গ্রাম তার নানার বাড়ি। ১/১১-এর সময় মেজর আরিফ যৌথবাহিনীর ইনচার্জ হিসেবে গাজীপুর জেলার দায়িত্বে ছিলেন। ১/১১-তে গাজীপুর জেলায় যৌথবাহিনীর ইনচার্জের দায়িত্ব পালনকালে বিশাল অর্থবিত্তের মালিক হয়েছেন এই সেনা কর্মকর্তা। সম্প্রতি পৌর শহরের প্রাণকেন্দ্র কলেজ রোডের খায়রুল্লাহ সরকারি বালিকা উচ্চ বিদ্যালয়ের বিপরীতে (ক্ষণিকা) সোহরাব হোসেনের কাছ থেকে ১ কোটি ৩৬ লাখ টাকায় ১৩ শতাংশ জমি কিনে আলোচনায় আসেন এই মেজর। চরশিলাসী মৌজায় মেজর আরিফ তার মা এবং ছোট ভাইয়ের নামেও কিনেছেন প্রায় কয়েক কোটি টাকার সম্পত্তি। এ সংক্রান্ত তথ্য সংগ্রহ করেছেন তদন্ত কর্মকর্তারা। পর্যায়ক্রমে আরিফকে তার সম্পত্তি সম্পর্কে জিজ্ঞাসাবাদ করা হবে।
এদিকে দুই দফা রিমান্ড শেষে ফের ৫ দিনের রিমান্ডে নেয়া হয়েছে র‌্যাব-১১ এর আদমজী ক্যাম্পের সাবেক ইনচার্জ লে. কমান্ডার এমএম রানাকে। রিমান্ড শেষে সোমবার বিকালে তাকে নারায়ণগঞ্জ চিফ জুডিশিয়াল ম্যাজিস্ট্রেট কেএম মহিউদ্দিনের আদালতে হাজির করে ফের সাত দিনের রিমান্ড আবেদন জানায় মামলার তদন্তকারী কর্তৃপক্ষ। শুনানি শেষে আদালত তাকে জিজ্ঞাসাবাদের জন্য ৫ দিনের রিমান্ড মঞ্জুর করেন। আদালতে শুনানির সময় বরাবরের মতো র‌্যাব কর্মকর্তার পক্ষে কোনো আইনজীবী দাঁড়াননি। এ সময় আদালতে এমএম রানাকে কিছু বলার আছে কিনা জানতে চাইলে তিনি বলেন, নূর হোসেনকে তিনি কোনোদিনই চিনতেন না। অপহরণের স্থান তার দায়িত্বে থাকা এলাকার মধ্যে ছিল না দাবি করে এমএম রানা বলেন, তিনি ষড়যন্ত্রের শিকার।
চাঞ্চল্যকর এ মামলার তদন্ত কর্মকর্তা জেলা গোয়েন্দা পুলিশের ইন্সপেক্টর মামুন উর রশিদ যুগান্তরকে বলেছেন, সাবেক তিন র‌্যাব কর্মকর্তাকে রিমান্ডে এনে অব্যাহত জিজ্ঞাসাবাদে অনেক তথ্যই পাওয়া গেছে। তবে এদের কাছ থেকে মামলায় সহায়ক তথ্য আদায় করা কঠিন কাজ। তাদের কাছ থেকে পাওয়া গত কয়েক দিনের তথ্য যাচাই-বাছাই করা হচ্ছে।
এদিকে রিমান্ডে থাকা র‌্যাব-১১ এর সাবেক অপর দুই কর্মকর্তা লে. কর্নেল তারেক সাঈদ মোহাম্মদ ও লে. কমান্ডার এমএম রানা ঘটনার সঙ্গে নিজেদের সম্পৃক্ততার কথা স্বীকার করলেও হত্যাকাণ্ডের সব দায় চাপাচ্ছেন মেজর আরিফের ওপর। তারা তদন্ত কর্মকর্তাদের বারবার বলেছেন, এ ব্যাপারে মেজর আরিফ সব কিছু জানেন। আর মেজর আরিফ বলছেন, 'আমি অর্ডার ফলো করেছি মাত্র।' তদন্ত সংশ্লিষ্ট সূত্রটি আরও বলেছে, মেজর আরিফের সঙ্গে নূর হোসেনের ঘনিষ্ঠতার প্রমাণ তাদের হাতে রয়েছে। আরিফ নিজে একজন মাদকাসক্ত ছিলেন, তিনি নিয়মিত ইয়াবা সেবন করতেন। নূর হোসেন প্রতিদিনই লোক মারফত তার কাছে ইয়াবা পৌঁছে দিতেন। ওই সূত্র জানিয়েছে, মেজর আরিফ জিজ্ঞাসাবাদেও একটি পর্যায়ে মাদক সেবনের বিষয়টি তদন্ত দলের কাছে স্বীকার করেছেন। এছাড়া কাঁচপুর ব্রিজের নিচে বিআইডব্লিউটিএ'র ডাম্পিং স্টেশনে নূর হোসেনের রংমহলে প্রায় প্রতি রাতেই যেতেন মেজর আরিফ। গভীর রাত পর্যন্ত তিনি ওই রংমহলেই কাটাতেন। নূর হোসেনের কাছ থেকে প্রতি মাসে মোটা অংকের মাসোহারা নেয়ার তথ্য-প্রমাণও এখন তদন্ত কর্মকর্তাদের হাতে রয়েছে।
তদন্ত সংশ্লিষ্ট অপর একটি সূত্র বলেছে, গত কয়েক দিনে তারা চাঞ্চল্যকর বেশ কিছু তথ্য পেয়েছেন। এর মধ্যে হত্যার পর লাশগুলো নদীতে ফেলার জন্য কাঁচপুর ব্রিজের নিচে শান বাঁধানো ঘাট দিয়ে ইঞ্জিনচালিত নৌকায় উঠানো হয় বলে তারা জানতে পেরেছেন। ওই রাতে ঘাটের আশপাশে থাকা প্রত্যক্ষদর্শী দু'জনের বক্তব্যে এমন তথ্য পেয়েছে তদন্ত কর্তৃপক্ষ। প্রত্যক্ষদর্শী ওই দুই ব্যক্তি পুলিশকে বলেছেন, ২৭ এপ্রিল রাত দেড়টার দিকে তারা কয়েকজন লোককে ইঞ্জিনচালিত একটি নৌকায় কিছু বস্তা উঠাতে দেখেছেন। ছোট্ট একটি পিকআপ ভ্যানে করে ওই বস্তাগুলো ঘাটে আনা হয়েছিল। তবে ওই বস্তায় কি ছিল তা তারা জানেন না।
২৭ এপ্রিল নারায়ণগঞ্জ লিংক রোড থেকে র‌্যাব সদস্য পরিচয়ে তুলে নেয়া হয় নারায়ণগঞ্জ সিটি কর্পোরেশনের প্যানেল মেয়র নজরুল ইসলাম ও আইনজীবী চন্দন সরকারসহ সাতজনকে। ৩০ এপ্রিল ও ১ মে ইটের বস্তা দিয়ে বাঁধা তাদের লাশ ভেসে ওঠে শীতলক্ষ্যা নদীতে। লোমহর্ষক এ ঘটনার পর র‌্যাব-১১ এর কমান্ডিং অফিসার লে. কর্নেল তারেক সাঈদ মোহাম্মদ, একই ব্যাটালিয়নের দ্বিতীয় অধিনায়ক মেজর আরিফ হোসেন এবং সিদ্ধিরগঞ্জ ক্যাম্প কমান্ডার নৌবাহিনীর লে. কমান্ডার এমএম রানার দিকে অভিযোগের আঙুল তোলেন নিহত নজরুল ইসলামের শ্বশুর।
৬ কোটি টাকার বিনিময়ে র‌্যাবের ওই কর্মকর্তারা নজরুলসহ সাতজনকে অপহরণের পর হত্যা করেছে বলে অভিযোগ করা হয়। এরপর ওই তিন কর্মকর্তাকে প্রথম নিজ-নিজ বাহিনীতে ফেরত নেয়া হয়। পরে দুই সেনা কর্মকর্তাকে অকালীন অবসর এবং নৌ কর্মকর্তাকে বাধ্যতামূলক অবসরে পাঠানো হয়। হাইকোর্টে একটি রিট পিটশনের পর আদালত আলোচিত এ মামলায় তিনজনকে গ্রেফতারের নির্দেশ দেন।
