[mukto-mona] Paresh Baruah gets DhakaPassport

Moderator's Note: The United Liberation Front of Asom is a separatist group fighting the Indian government to secede from India. This group was responsible for massacring thousands of Bengalis at Nellie in Assam in 1983.

Guwahati, March 26: The chief of the outlawed rebel outfit Ulfa, Paresh Baruah, visited Bangkok at least twice in the last three months on a new passport issued by Dhaka.
Admitting that Baruah succeeded in dodging the security network even after an Interpol red corner notice, highly placed security sources on Wednesday justified Assam chief minister Tarun Gogoi's remark that Bangladesh's non-cooperation on the insurgency front is the biggest worry for the militancy-hit north-eastern states.
The Assam chief minister on Tuesday had said that peace talks with Ulfa rebels would not make much headway as long as its top leadership was given safe passage in Bangladesh.
Referring to intelligence inputs, an authoritative source in a security agency said the current military-backed caretaker government in Bangladesh is also reluctant to hand over Ulfa's "foreign secretary", Anup Chetia, who after release from jail is in the "protected custody" of Dhaka. He claimed Ulfa rebels enjoyed free movement in Bangladesh and that the director-general of field intelligence provides accommodation to Anup Chetia inside a high-security area near Dhaka.
The source added that Ulfa chief Paresh Baruah, who had been using a Bangladesh passport under the alias Kamroo Zaman, has been given a new passport under a different name. The security sources, however, refused to reveal the new name for operational reasons.
About New Delhi's role in pressuring Dhaka to drive Ulfa rebels out of Bangladeshi territory, the source said Bangladesh has "become immune" to "diplomatic talk". He, however, regretted that the Indian government was also reluctant to put any strategic pressure on its neighbouring countries to expel Indian rebel groups from their territories.
More than 20 top rebel leaders from Assam, Manipur, Meghalaya, Tripura and Nagaland have found refuge in Bangladesh and even run training camps in the eastern part of that country.
Though the relationship between India and Bangladesh is said to have improved since the military-backed caretaker government took charge in Bangladesh in January 2007, New Delhi has failed to persuade Dhaka to act on the insurgency front.
Referring to Bangladesh Army Chief Gen. Moeen U Ahmed's recent New Delhi visit, the sources said it was more a pleasure trip than an official one. The Bangladesh Army Chief had wanted to visit Ajmer Sharif in Rajasthan for religious purpose so this trip had been arranged, the sources said.
