১৯৭২ সালে বাংলাদেশে জন্মকালীন প্রত্যাশিত গড় আয়ুষ্কাল (লাইফ এক্সপেকটেনসি অ্যাট বার্থ) ছিল ৪৩ বছর; এখন তা বেড়ে দাঁড়িয়েছে ৬৯ বছরে। শিশুমৃত্যুর হার প্রতি হাজারে জীবন্ত শিশুতে ১৭৯এর তুলনায় প্রতি হাজারে এখন ৩৪। ১৯৭২ সালে জনসংখ্যা বৃদ্ধির হার ছিল শতকরা ৩.৪ ভাগ; এখন তা ১.৩ ভাগ। প্রসবকালীন মাতৃমৃত্যুার হার এখন প্রতি লাখে ১৯৪। নারীর সামগ্রিক প্রজনন প্রবণতা নেমে এসেছে ১৯৭২ সালের ৫এর অধিক থেকে ২.১এ যা দক্ষিণ এশিয়ায় সর্বনিম্ন। শিক্ষার হার শতকরা ৬০এর উপরে। প্রাইমারি ভর্তিতে (এনরোলমেন্ট) প্রায় শতভাগ অর্জন। তবে ঝরে পড়ার হার গত কয়েক বছরে শতকরা ৪৮ থেকে শতকরা ৩০ ভাগে হ্রাস পেয়েছে। প্রাইমারি ও মাধ্যমিকে ভর্তিতে ছাত্রীরা কিঞ্চিৎ এগিয়ে (মোট সংখ্যার জনমিতিক অনুপাতের অনুরূপ)।

উচ্চশিক্ষায় এখন ত্রিশ লক্ষ ছাত্রছাত্রী অধ্যয়নরত, অর্থাৎ মোট জনসংখ্যার প্রায় ১.৯ ভাগ। শিক্ষার মান সম্পর্কে কিছুটা প্রশ্ন রয়েছে, তবে তা দূর করার চেষ্টা চলছে। বিশ্ববিদ্যালয় পড়ুয়া সাড়ে ছয় লক্ষ ছাত্রছাত্রীর চার লক্ষ পড়ছে বেসরকারি বিশ্ববিদ্যালয়ে।দেশের প্রায় দুই-তৃতীয়াংশ লোক বিশুদ্ধ খাবার পানি পাচ্ছেন। স্বাস্থ্যসম্মত পয়নিষ্কাশনের সুযোগ পাচ্ছেন শতকরা ৮৯ জন। শতাব্দীপ্রাচীন বৃহৎ সমস্যা ঢাকা মহানগরের পয়ঃনিষ্কাশন ও পানির লাইন দুটিকে পাকাপাকিভাবে আলাদা করার মেগা প্রকল্প নিশ্চিত গতিতে সমাপ্তির পথে।সম্প্রতিকালে বাংলাদেশের একটি বৃহৎ অর্জন দারিদ্র নিরসন। ১৯৭২ সালে বাংলাদেশে দারিদ্রসীমার নিচে লোক ছিলেন শতকরা ৭০ ভাগ; দশ বছর আগে শতকরা ৪২ ভাগ; এখন তা হ্রাস পেয়ে দাঁড়িয়েছে শতকরা ২৪ ভাগে। অর্থনৈতিক কর্মকাণ্ডে নারীর অংশগ্রহণের হার ১৯৭২ সালের শতকরা ৩ ভাগের তুলনায় এখন শতকরা ৪০।
ভারতবর্ষের নতুন বাজেটে শতকরা ৮ ভাগ বার্ষিক প্রবৃদ্ধি ধরা হয়েছে এবং এটি অর্জনে ব্যাপক ফিসক্যাল সহজীকরণ সুযোগ (কর্পোরেট কর শতকরা ৩০ ভাগ থেকে ২৫ ভাগে হ্রাসসহ) দেওয়া হচ্ছে। গণচীন ইতোমধ্যে শতকরা ৮-৯ ভাগ প্রবৃদ্ধি অর্জনের ঘোষণা দিয়েছে। মায়ানমার গণতন্ত্রের পথে অগ্রগতির রাস্তা ধরেছে। ভারতবর্ষ পারস্পরিক স্বার্থেই বাংলাদেশের সঙ্গে সহযোগিতা বৃদ্ধি করবে। থাইল্যান্ডের কাছ থেকেও অনেক কিছু জানা ও শেখার আছে। আর সিঙ্গাপুর তো উন্নয়ন মডেলই। তাই বাংলাদেশে এর চমৎকার কৌশলগত ভূ-রাজনৈতিক অবস্থানের সুযোগ থেকে দ্রুতগতিতে বার্ষিক সমষ্টিক আয় প্রবৃদ্ধি (২০২০ নাগাদ শতকরা ১০ ভাগ) এবং মানবসম্পদ সূচকে ২০৩০ সালের মধ্যে সর্বোচ্চ ধাপে উঠার পথে (হাইয়েস্ট এইচডিআই) নিশ্চিত পদক্ষেপ নিতেই হবে।

তবে অর্থনীতির জীবনীশক্তি ক্ষয়কারী অহেতুক রাজনৈতিক সহিংসতা, পেট্রোল বোমায় খুনখারাবি, ককটেল ও গুপ্তহত্যা বন্ধ করার জন্য ঐক্যবদ্ধভাবে সবাই নিজ নিজ অবস্থান থেকে জোরদার উদ্যোগ নেবেন সেটাই আজ কাম্য। আর তা অনতিবিলম্বে বন্ধ করতে না পারলে সমস্ত অর্জন ভেস্তে যেতে বাধ্য।

I am not a poet like you nor a huge writer; but have always believe in getting things done in my personal sphere.  I wish the same in the national sphere as well. 

I am attaching summary write ups in old newspapers, among many such, for your kind information.  I cannot and shall not defend myself.  Take it or leave it.  I am not much concerned at what really happens in BD after nothing happened in last 46 years, i.e., by the end of our generation and lives. 

BAL or BNP cannot and could not be removed except by the armed forces.  Through so called democracy; never.

Younger generations have the tenacity to carry on; I cannot any more.  Thanks for your interest or pre-criticism.

Thank you all for your thoughtful inputs. I fully support Ranu Bhai's conclusion: "Therefore, the first task is to remove this illegal fascist regime before we can think of anything better for the future of Bangladesh. CTG will remain a dream under Hasina." 

We said the same before 2008 and 2014 elections. We said, Why would Hasina hold free and fair election if it means end of fascist BKSAL rule backed by hegemonist India? Why did they cancel the election of 2007? But holding election under the UN may have a different dimension, even though the UN was a party to the conspiracy of Manmohan-Bush in 1/11 2007.   

Hamid's call for dialogue on EC reminds us of the following:

'It was October 6 in 2006, the then ruling BNP secretary general Abdul Mannan Bhuiyan and main opposition AL general secretary Abdul Jalil had a much-awaited dialogue over electoral reforms between the two partiers.'

'On October 22 in 2013, BNP's acting secretary general Mirza Fakhrul Islam Alamgir wrote a letter to his counterpart in Awami League Syed Ashraful Islam for holding a dialogue on BNP chairperson Khaleda Zia's formula on a polls-time government and sought a way out of political crisis.
 
After he received the BNP's proposal, Syed Ashraful Islam phoned Mirza Fakhrul Islam Alamgir and talked to him.'  
 
The result: The election of 2008, rigged by ballot box stuffing, produced pre-determined results, BNP 30, JI 2. The voter-less election of 2014 was hijacked by Sujatha-Hasina through state terrorism. They also used state terrorism and courts to have the results of Mayoral and other Local elections in the way they wanted. 

And the order of the day: (I wrote before) 'Hasina regime perpetrated 3 massacres (on BDR, Jamaat and Hefazat), indiscriminate killings, terror, tyranny, torture, extortion, mass imprisonment on false cases, oppression, repression, reckless corruption, rigging 2008 election by ballot box stuffing, sheer robbery of voting in 2014 election, etc. and above all it sold out national interest and surrendered sovereignty to India.'

Points enumerated by RA are very good. Above all, it is the political goodwill by all concerned that matter. Unfortunately, this goodwill is in short supply in Bangladesh. So, prospects do not seem to be good, not in near future.

Having enacted the 15th Amendment to do away the CTG system, Hasina repeatedly vowed she would not deviate a "hair-breadth" from the constitution. And, I believe, there will not be a CTG as long as she is in the helm. Therefore, the first task is to remove this illegal fascist regime before we can think of anything better for the future of Bangladesh. CTG will remain a dream under Hasina.

We welcome Quamruddin Bhai or anyone to opine on the formula and execution of EC/CTG (for lack of better term). Here is my 2 cents.

I'm not very much fond of army to meddle in politics unless until it is concern of grave fundamental issues such as national security issue (selling out Bangladesh's national security /sovereignty to India) .   Whenever a peaceful and democratic way of changing power is blocked Army or a higher power's role to unblock that hurdle is essential. In that sense the current one-party-BAKSALI dictatorship needed to be toppled with Army's help. 
 
The CTG was born from the failure of  EC's rendition of impartial and free election.  We do not have  to call it a CTG in the past traditional  sense but can call it a newly reformed EC. The core problem of the EC is that its commissioners are solely politically appointed by the party who in power.  By diversifying the source pool of the commissioners, by including various important stake holders in the EC commission, by reducing the power of the chief EC and distributing the power/responsibilities in the ECs, we will insert more checks and balance to the EC which will be much harder for a govt to manipulate.  We will also need to expand number of   ECs (at least 10-15), give them at least 10 years term so that their own appointments do not cycle with govt's election. 

-All major political parties nominate 1 commissioner
-All national institution nominate 1 commissioner ( such as 1 commissioner from Judicial, 1 Commissioner from Press Club, 1 commissioner from Army, 1 commissioner Labor Org, 1 commissioner from Ex-Chancellor of national university etc.)
-All nominees must be passed in 2/3rd congressional votes for only 1 term of 10 years
-All EC decisions must be approved by 3/4th EC 
-Results of each election center must be published in the local center before sending them to the EC. 
-Army must be deployed during election, along with BGB, Police etc.
-The judicial and local govt administration appointments/transfer  will be frozen 3 months prior to election. 
-Nearest opponent will be rewarded votes if a party official is involved in vote rigging in that center.

I see only two options, caretaker government backed by the army or a referendum. 
If we look at the history, an army backed government is fragile and worthless, with the army always calling the shots. If there will be a referendum, who will take care of this task? I am sure you don't want a referendum which doesn't reflect the people's opinion. What will be the term limits of your proposed system. I personally don't see any light in your proposal, but I would still like to hear from you in details. 

I believe free and fair election will make a bridge 
between people and the politicians. Once the politicians will be accountable to the people, the
country will slowly but steadily move towards right direction.

That's a civilian govt backed by the armed forces and follows rules of law and governance.  Nothing bad happened in any C.T.G.  except the last one which had handed over the C.T.G. to BAL through India for "democracy".
