This is a classic case when a state wants to impose Islam on its non-Muslim population.

 Basic question is why a religious identity needed for education, job & marriage?  Religion should be a personal matter that should not interfere with education, job and marriage registration.

When a state is allowed to interfere in personal religion, both the religion and the state are seeking its extinction.
