[ALOCHONA] Strong government or humble government?

I've always heard two different approaches from my
friends and others. One is strong government, summed
as "Mairer upore oshudh nai". This also means
unaccountable government.

The other approach is a government that listens to and
talks to people and tries to mediate and build
bridges. What is known as "neutral arbiter." But most
people think this approach won't work in Bangladesh.
But has it been tried?

Here's a good article from Gopal Sengupta where he
makes a case that "strong government" approach has
failed and its time to try the other approach.
