[mukto-mona] Army does not continue to be a superstate within the state.

I recall the last free and fair election held in Pakistan in 1970 and the euphoria with which it was greeted in worldwide. Many of our academics, journalists and politicians hailed it as the dawn of a new democratic age in Pakistan. Many were compelled to play the role of Cassandra and warn people about the ambitions of Zulfikar Ali Bhutto and the Pakistan army. Tragically their forebodings proved right.
 
Both the elections were based on a wrong assessment by the Pakistani intelligence establishment. General Jilani in 1970 assessed that the elections would lead to a deadlocked parliament which could be manipulated by the army. Elections could well have been held this time on the expectation that there would be no party with a majority and that the army would be able to manipulate the equations among the four groupings. 

After the last election held under the Presidentship of a giant General,the exit of Musharraf, which seems to be inevitable, does not necessarily mean that Pakistan will be launching on a new democratic path. It might not even result in the restoration of judges. What would really demonstrate Pakistan starting its journey on a democratic path is for the civil government to take charge of the ISI and thoroughly purge it. The government must also exercise adequate control over the defence forces' corporate interests to ensure that the army does not continue to be a superstate within the state. That cannot, of course, be done overnight.
