REPLENISHING HUMAN DEFICIT :
AT WHAT COST ?

INTRODUCTION :
Even though we often shout that human being are like burdens, many a
times countries are found to tremendously suffer from this deficit.
The purposes for which human being are sought are : (i) For Muscle
power, (ii) Youth in case of women, (iii) Brain and (iv) Wealth. In
the history various countries adopted numerous techniques in order to
replenish human deficit. While such endeavors at times have been found
to be helpful for both the victims and the grabbers, at times the
techniques goes further, reaches the core of culture of the victim
countries and manipulates the same. In the present article we shall
try to show a glimpse of the same.

WHY HUMAN DEFICIT ?
Men get children in the normal biological process. However, bearing
children, raising and educating them etc. are extremely tedious jobs.
In the poor developing countries the governments do not give any
security to the people when they grow old. At this time their children
take their responsibilities. So, in spite of tremendous problems in
raising and educating the children, the people in such countries raise
many children. The situation is different in the developed countries,
where the government takes the responsibilities of the senior
citizens. Due to affluency their citizens love to live idle,
flamboyant and pleasureful lives. Naturally, for them children are
unneeded, burden and hindrance to amusement and enjoyment. It is
evident that such countries would have deficit of workers to work for
the rich bosses.

In some countries there is good demand for young woman. This demand
takes place not because of scarcity of women, but because their rich
men need many young women from many brands. Usually these women are
imported in the name of domestic maid, nurse, caretaker etc. What the
'imported women' get in life in their now abodes has still to be
investigated.
When men become rich and extravagant, they not only want other people
to do the manual jobs, they also want them to do the tiresome
brainworks. Appearance of this syndrome may be known from one
indication : In such a state the universities face tremendous rush of
students in their 'management' schools and scarcity in science and
technology subjects. In such a situation the countries would have to
import 'brainy students' from abroad in order to replenish the
deficit.
HOW DEFICITS ARE MET :
IMPORT OF MUSCLE POWER : At one time some wealth-hungry people of USA
felt the deficit of muscle power. In the crudest way they forcefully
grabbed the black-skin people from Africa and used them as maids and
slaves. The nicest thing is, in course of time the superior section of
the people of USA won over the devils. As a consequence the off-spring
of those black-skin people now live in that country with equal rights.
This year one of them, for the first time in history, is running for
the highest post of the country.

Some rich countries still feel the deficit of muscle power. In this
case both push and pull factors are active. As for push, in the poor
developing countries life in most cases is so miserable (no job
security, no responsibility by the government during old age and
jobless situation, no guarantee of education for the children etc.)
that their citizens rather prefer odd jobs in alien countries. At the
same time, the need for servants, maids, people to work in
brain-storming and tiresome works etc. by the carefully-raised
delicate children of the rich countries act as the pull factor.

Quite often the rich countries sanction citizenship to such illegal
foreigners after some years. During the time these people work without
the rights of citizenship, they in fact serve those countries as
"improved slaves".

IMPORT OF BRAIN-POWER :
The so called iron-walled communist countries did not allow
citizenship to the foreigners. We now see the consequence of their
faulty program. However, some developed countries always maintained
the program of bringing in brainy and wealthy people from abroad. They
adopted many techniques for this purpose. One of those was the
'Scholarship Program'.

'SCHOLARSHIP PROGRAM' : In the 'educational scholarship program' rich
countries used to give huge sum to students from other countries as
scholarship. Such scholarships were quite lucrative. After such
students got their degrees, the donor countries carefully judged their
performances and used to give citizens to those whom they found
helpful for them.

The Scholarship program had many advantages and some constraints.
Financially, the donor country had no loss because the recipients had
to spend the entire and at times added money n the donor country. The
program helped to enhance the standard of their education. The major
constraints of this program were : (i) The students coming from
countries with rich cultural heritage and/or strong religious faith
used to go back to their parents. (ii) There arose unequal completion
in the educational institutions, where most of the delicately raised
children of the rich countries were no match for the strong and
hard-bitten children from the developing countries.

HOW TO OVERCOME THE CONSTRAINTS : The above mentioned constraints can
be solved in two ways.

Number one : The strong cultural heritage, religious faith,
sentimental attraction and concern of the educated men for their own
country, parents etc. may be diluted, such that that could completely
forget their past, feel no indebtness to home-country and parents and
can whole heatedly accept the system of the new country. Wide
spreading of sky culture and the development of cosmopolitan culture
(which in fact in no culture) are now working secretly to achieve this
goal.

Number two : At present the students from the rich and developed
countries feel the hardworking students from the third world country
quite competitive. This problem will be over as soon as the education
system of the rich countries can be introduced in the third countries
also. To the best of our knowledge, no individual country, but the
international organizations are giving generous help to change the
system of education in the same line with that of USA. For example due
to their help and insistence Course Credit system has already been
introduced in Bangladesh. Any experienced teacher would say that even
though this system has solved some of the academic problems, the
general standard of education has detereoited. The fact is, by this
way it can fix the standard of our students to a level with which they
can enter in 'fair competition' with the delicate boys abroad. The
international organizations are after changing the education system in
the schools also. SBA (School Based Assessment) has already been
introduced and Structural type of question is on way to introduction.

CONCLUSION :
The system of education grows in a country through numerous
experiments and endeavors and depending upon the social, emotional,
economic and many other qualities and conditions of the country. In
the same way the above mentioned systems have been introduced in
foreign countries depending upon their need, economic condition,
government's program etc. There is every possibility that those are
the best for that country. Should we say, that those would be best in
our country also whose conditions are so widely different in almost
all respects ? The answer is "no". But still we are swallowing it,
because the international organizations give fat money to our highly
placed officials and policy makers. And they give it because some
countries need the intelligent section of our population to replenish
their deficit, without however, causing 'any adverse affect' on their
delicately brought up children.
