Bangladeshi Military Chief's comments on Sajek violence
misleading

the Chief of Bangladesh Military Mohammad General Moeen U
Ahmed on the 20 April arson attacks at Sajek, in which
Bengali settlers in collaboration of Bangladeshi military
burnt down over 150 houses belonging to indigenous people,
is very regretting. He simply beat around bush. In stead of
ordering court martial of the Bangladeshi military officers
and arrest of the Bengali settlers involved in the violence
he rested all their crimes on the shoulder of
'terrorists', the ones whom he concocted on the spot for
political expediency. This is a typical example of how
Bangladeshi policy-makers conceal their crimes against the
indigenous people and how they mislead the international
community on the CHT issue. He should have ordered
immediate arrest of Bangladeshi military personnel who
acted as criminals and terrorists by collaborating with
Bengali settler in setting fire on the seven indigenous
villages.

Violence like that of Sajek happened in regular intervals
in the CHT earlier. All this happened as expected. But one
happened at Sajek was unexpected especially when a
Caretaker Government backed by the country's military and
assisted by Raja Devashis Roy, the Chief of one of the
indigenous peoples and Special Assistant to the Advisor of
the Caretaker Government on Foreign and Chittagong Hill
Tracts Affairs. It raises question about the CHT policy of
the Caretaker Government in general and about the office
held by Raja Devashis Roy in particular.

In view of the above, the followings may be recommended for
restoration of peace and harmony in the Sajek area as well
as in the CHT:

1. Court martial the Bangladeshi military personnel and
arrest and punish the Bengali settlers involved in the
violence;

2. Provide adequate compensation to the indigenous victims
of the violence;

3. Withdraw all Bengali settlers from the CHT and restore
the land right of the indigenous people;

4. Implement all the unimplemented provisions of the CHT
Accord of 1997; and

5. If the above not done, Raja Devashis Roy should
honorably tender his resignation from the office of the
Special Assistant to the Advisor of the Caretaker
Government on Foreign and Chittagong Hill Tracts Affairs.
