The government could participate and sponsor main religious festivities of all religions (e.g, Eid, Durga Puja, Buddha Purnima, Chistmas, etc.). It's quite feasible. This is a doable job for a truly secular government. State-level participation will encourage people from all religious groups to participate and mingle with one another. That will bring them closer and could bring real religious harmony between different groups. Obviously, this will not happen if the government wants to use the communal sentiment for political advantage, as happened in the past.
Bringing secularism on paper (i.e., in the constitution) will not change the mindset of the people.
