[ALOCHONA] Five Bangladeshi expats given CIP status

The below quoted news items appeared in the daily NEW AGE of August 01, 2008. It was also shown on some electronic media. I will like to congratulate each individual. However, I will like to know the criteria for conferring the CIP status to these honourable people.  I know one individual (Engr. Mizanur Rahman) was in Kuwait and was doing business there. He left Kuwait around 4 years back and at present is doing some business in Bangladesh. (I will not eleborate here under what circumstances he had to leave Kuwait). People living in Kuwait for the last 5 years or so can confirm it. Nothing against Mr. Mizan, but still I will like to know the criteria to attain CIP status for a NRB. Can anybody help ?

Five expatriate Bangladeshis have been honoured with the commercially important person status in recognition of their significant investment in dollar bonds.
   Three of them — Syed AK Anwaruzzaman, Engineer Golam Mostafa and Nurul Hoque — work in UAE cities of Dubai, Abu Dhabi and Sharjah respectively, while Engineer AKM Mizanur Rahman lives in Kuwait and Kazi Giasuddin in Tokyo.
   Finance adviser Mirza Azizul Islam conferred the CIP status on them at a ceremony at the Osmani Memorial auditorium Thursday. Cabinet secretary Ali Imam Mojumder, Bangladesh Bank governor Salehuddin Ahmed and National Board of Revenue chairman Abdul Mazid also attended the function.
   This is for the first time the CIP status went to non-resident Bangladeshis, which means that the persons will get special treatment at airports and have their names on guest lists for high-profile state functions.
   Each of the five NRBs invested more than one million dollars in US Dollar Investment Bond and US Dollar Premium Bond, two saving schemes launched in 2002 for Bangladeshi expatriates.
   The bonds offer interest rates between six and 6.5 per cent payable in dollar. The incomes are tax-free and both capital and interest incomes could be repatriated without the government's permission.
   The bonds were aimed at boosting the country's foreign exchange reserve.
   The expatriate CIPs are entitled to use the VIP Lounge at all airports in Bangladesh during arrivals and departures. Entry pass for the secretariat, invitations to citizens' receptions, reservations in railway and national carrier, medical treatment in special cabins of government hospitals are among the perks offered by the government to CIPs.
   They are also entitled to be invited to National Day programmes.
