[ALOCHONA] Intelligence agencies fail to give hints

Yesterday's rebellion at Bangladesh Rifles (BDR) headquarters was an outburst of years of pent-up anger and frustration, observed former director generals of BDR and an ex-army chief.

According to media reports, they also blamed the BDR administration's indifference to grievances of the paramilitary troops and poor intelligence for things spiralling out of control.

Former DG Major General (retd) Azizur Rahman said the intelligence agencies' failure to sense the pulse of the border guards and alert the government accordingly led to the bloody mutiny.

"Forewarning the government of possible dangers is their [intelligence agencies] key responsibility. But that didn't happen in this case."

Aziz also blasted the BDR high command for not doing anything about the soldiers' demands. "If that was not in their power, they should have passed it on to higher authorities."

Another former DG, Maj Gen (retd) Fazlur Rahman, put the flare-up down to "command failure" and "exploitation of BDR personnel during the immediate past caretaker government".

Speaking to a private TV channel, former army chief Lt Gen (retd) Harun-ur Rashid said the mutiny resulted from the absence of an official channel that the paramilitary troops could use to share concerns and air grievances.

"All security agencies have complaint mechanisms for their staffers to vent frustrations. But for some reasons, BDR lacks a ventilation system, or the one it has was not in use," he noted.
