Let India withdraw its mission from Dhaka if feels insecurity

The hide and seek policy of the sitting Bangladesh government centering the deployment of Indian security personnel in Dhaka to protect its diplomatic mission created confusion and apprehension that anguished cross-section of the Bangladeshis living in home and abroad. To deploy its security-men in its High Commission India used an imaginary apprehension of so-called terrorist attack on its mission.On other hand, no other country that maintains diplomatic mission in Dhaka and elsewhere in Bangladesh feels any sense of insecurity. This proves that India's claim is baseless and fabricated. India is the only country that propagates that Bangladesh is infested with militants and terrorists.

India and its Bangladeshi allies deliberately launch media propaganda regarding the presence of terrorists in Bangladesh. The presence of terrorists, if any, in Bangladesh are basically nursed by India. Since 1992 India vigorously used its print and electronic media to convince the international community that Bangladesh was beset with the Islamic militants. The more India enhanced its propaganda the more the international community, including USA, discarded Indian claim. US State Department, even President Bill Clinton, repeatedly taking the side of Bangladesh said that Bangladesh is a moderate Muslim democratic country and there is no trace of Islamic militancy in real sense. Such comment of the US was, as if, a slap on the face of the Indian government. It was a question of prestige for India.

It is believed since then India undertook massive programme to buy some derailed Bangladeshis and started to float such parasitic groups having no link with the common people of Bangladesh. Indian propaganda got momentum when the ruling party AL (Awami League) led by Sheikh Hasina first assumed power in 1996. India used the government to officially acknowledge the presence of the Islamic militancy in Bangladesh. The then foreign ministry published at least two books repeating Indian claim. A section of pro-India dailies of Dhaka started to publish fabricated reports regarding the training and activities of the so-called militants in different madrashas (Islamic schools) around the country and even in hilly areas and Sundarban of Bangladesh. The law enforcing agents instantly rushed to the spots and found the allegations baseless.

The most fabricated story was made during the official visit of US President Bill Clinton who was even compelled not to visit the Savar National Mausoleum apprehending terrorist attack. Since 1996 all the foreign dignitaries, including the heads of the governments and states paid their homage at Savar National Mausoleum and none of them ever faced any terrorist attack either at Savar and elsewhere in the country.

The so-called terrorists who at times tried to create havoc in the country were virtually let loose by Indian intelligence agencies. They were recruited, financed, trained, armed and even guided by Indian intelligence agencies. The infamous JMB terrorists during their interrogations categorically explained how they were floated, armed,financed and guided by India. Bangladesh undertook a policy of zero-tolerance to crush terrorism and Bangladesh is the only country in the region that successfully brought the India-sponsored terrorists to the bay.

The inner goal of deploying Indian security persons in Dhaka under the cover of guarding diplomatic mission is to station Indian Army in Bangladesh. The reality is that India since 1972 passionately engaged its efforts and used multifarious tactics to deploy Indian troops in Bangladesh. India drained down billions of dollars to create a situation in Bangladesh so that Indian troops could enter this territory. But that golden opportunity never arrived. This time India became inpatient to reach its goal and staged the Peelkhana massacre killing army officials to erupt a civil war in Bangladesh. That tragic
drama also failed to pave any way for Indian troops to march to Bangladesh.

India deployed its troops clandestinely in such a time when there prevails no law and order situation in Bangladesh, even no anti-India procession staged or slogan chanted in the streets. If Bangladesh law enforcing agencies can ensure the security of other diplomats and missions in Dhaka why India should suffer from insecurity. What urgency prompted India to send its security troops to Dhaka?

Haste and clandestine deployment of Indian security troops in Dhaka uncovers some realities: the sitting government is totally controlled by India and India is desperate to keep Bangladesh under its knee. Under such situation India persuaded its allies in the incumbent government to silently allow the entrance of the Indian security troops under the cover of guarding against the Indian High Commission.

If the Bangladesh government was really free from Indian hegemonic paw it could ask India not to deploy its own troops in Dhaka that undermines not only the security forces of Bangladesh, but also its sovereignty. If the situation was really grave Bangladesh could ask India to close its mission in Bangladesh and perform its diplomatic works through Bhutanese Embassy.

The law and order of Bangladesh is hundred times better than Indian. Let us see what the leading countries of the world think about the extent of terrorism in India. The Hindustan Times (December 31, 2009) quoted the advisory issued by the US mission in New Delhi on Tuesday, December 29 (2009S) that says: "The US government continues to receive information that terrorist groups may be planning attacks in India… their willingness and capability to attack targets where Americans or Westerners visit."

The website of the Foreign and Commonwealth Office of the UK government says: "There is a high general threat from terrorism throughout India. Recent attacks in Mumbai, Delhi, Ahmedabad and Bangalore have targeted public places… Future attacks may target public places frequented by Westerners..." The Canadian version: "High risk of terrorism throughout India." The Australian one goes: "Exercise caution in India because of high risk of terrorist activity by militant groups…"

The above comments of the leading countries are not baseless; rather they have genuine causes to express their concerns about the deteriorating law and order situation in India due to the massive extent of terrorism.

India is the only country in the world that uses its troops to kill its own people. It is known to all that over one million Indian soldiers are engaged in containing secessionist warfare in its nine states and Maoist guerrilla wars in 13 other states. Bloods are shed round the clock in India. Hundreds of militant and terrorist groups are active throughout India. Besides, religious, caste, tribal, communal, linguistic and regional hatred and rivalries, bombings,rioting, secret and open killings, etc. are the daily happenings in India. India is frequently rocked by terrorist attacks. It is difficult to estimate how many thousands of people become the victims of unnatural deaths in India in every year. Many foreigners, including priests and tourists, not to speak of common Indians, are often killed in India.

To justify my comments let me quote some reports recently published in Indian dailies. The Nagaland Post, on December 31, 2009, informed that 492 deaths recorded till December 31 in Manipur State, fatalities in 2008 have surpassed the 408 deaths in militancy-related fatalities in 2007. The fatalities figure also put Manipur in the top in the vortex of violence in the states of India's Northeast, Assam with 384 in the second while with 201 deaths Nagaland in the third position.

In 2005, 509 police stations in 11 states reported Maoist-related violence, according to the government. In 2006, some 1,427 police stations in 13 states reported violence, according to The Asian Age newspaper. Such a country, named India, has no ground or right to claim that the security of its diplomats is at stake in Dhaka.

'The Hindustan Times' of India dated December 31, 2009 informed,petrol pumps are closed for 13 days, so are banks, post offices, ration shops and even courts of three districts of south Bengal — West Midnapore, Bankura and Purulia. The streets are empty, except the thuds of CRPF jawans' boots. On December 18, (2009) the Maoist-backed People's Committee Against Police Atrocities (PCAPA) began a blockade in these districts of south Bengal. More than 100 lives were lost in these areas since June 18, when the combined forces were pressed into service to restore law and order, the daily informed.

The daily quoted Kajal Mahato, a lawyer in Jhargram, as saying "Forget governance. Water and electric supply, the two services that carry any vestige of administration, have disappeared." According to the daily, More than 100 lives were lost in these areas since June 18, (2009), when the combined forces were pressed into service to restore law and order.

Indian security forces killed hundreds of thousands of people in 22 out of its 27 states. Such a deadly situation continues in India for decades. Considering the space constraint I decided to reframe from mentioning the grave situation in other terrorist-infected States of India.

Such a country, named India has no face to feel insecurity in Bangladesh. The whole of India virtually is squeezed by the terrorists and secessionist freedom fighters. India's terrorist phobia in Bangladesh is an ugly excuse to deploy its troops to guard against its mission. Indians are unsecured in India, not in Bangladesh. No Bangladeshi will tolerate the presence of Indian troops in their soil.

India has one option of withdrawing its mission from Bangladesh, but not deploying its troops in Dhaka or elsewhere in Bangladesh.
