[mukto-mona] URGENT Appeal to Reconstitute Implementing NGO (INGO) Selection Criteria for PLCED-2.

Greeting from ADAB Chittagong Chapter!
As you are well aware Association of Development Agencies in Bangladesh (ADAB) is the national apex body has been serving as a coordinating body for NGOs verses GOB, NGO-donors and NGO-CSOs. It has been works as spokesmen for local and international NGOs in Bangladesh in terms of coordination and provides technical supports. ADAB has been playing vital role in NGO-NGO and NGO-GO, NGO & donors, NGOs sectoral networks, NGO and CSOs communication and coordination. ADAB represents various committees at national and local level from NGOs and trying to make coordination and liaison.
 
We are hereby pays your kind noticed that PMED has been implementing PLCEHD-1 & 2 project at various districts of the country and accordingly BNFE invites EOI from NGOs through newspapers. As per published advertisement for selecting NGOs for PLCEHD-2 on last March 20, 2008 at Daily star we have seen that "NGO will be selected in accordance with the procedure set out by the GOB and ADB" and 01 INGO will select for 01 district, INGO may include associate service provider/associate NGOs."  Later they also asking security deposit, i.e bank garantee, payorder, bank draft etc, which indicates NGOs are treated as business firm/contractors. This is injustice for NGOs community. The Government trying to forcely NGOs becomes as business oriented. We have clear concern to these points, because by this clause last 05 years DNFE become down as BNFE and most the contract maintained unfair business. Few selected NGOs who have closed contact with PMU and also ruling government parties have got priority and make syndicates for exploitation in NGO sector. PLCEHD is a movement for eradicates illiteracy from the society. But under the above-mentioned clauses a few big business NGOs and their associates' will handle & control the entire fund and that will be encourage the syndicates & NGO business. As per point of local NGOs and CBOs, ADAB would like to express our anxiety to reconstitutes this clause and NGOs must be selected through open biding process and capacity, skill and have past working experience with the community & have set up in the working locations will be given preference. Local initiatives must be given high priority and more then 10-15 NGOs should have opportunity to work with in 01 district and local NGOs/CBOs must included in the packages, if we try to create a campaign for increase literacy rate in the society.    
 
We are also requesting you, please kindly save the BNFE, NGOs and protect the misuse of foreign grants/loan for education purposes otherwise the next generation will blame us. 
 
As an apex body of NGOs in Chittagong we are soliciting your cooperation to survive Bangladeshi NGO sector and BNFE. As our trusted development partners, we believe you must with us in our crisis period. Therefore we are requesting to please kindly gives instructions to concern authorities to stop above mentioned clauses and take necessary steps to ensure local NGOs to the BNFE's projects.
