Automation of Chittagong House started as back as 1991. However, first of all we have to understand what is meant by "automation". If it is data computerization, it really started as back as 1991. If it is processing the Bill of Entry, it certainly started as back as 1994. During last two-three days I read all the newspapers reporting on the automation of Chittagong Custom House and there was no clear picture of what is actually happening. Then I read in Amder Shomoy (08 October 2008) that it is only "partial" automation. In fact what you have claimed in your letter indicates that, Chittagong Custom House has gone for what is called "Direct Trader Input" or DTI. ASYCUDA++ and even its predecessor ASYCUDA introduced in 1994 had the DTI module but the National Board of Revenue could never make up mind. Why did you use Wide Area Network (WAN) ? Using Web-technology would give you better outcome? Won't it? If you decided for a WAN, why did you need software development?
UNCTAD's ASYCUDA++ has all the modules you need. Have you been able to introduce a "close-loop" system? Have you been able to introduce electronic fund transfer? With the amount of money you have indicated that has spent you're far from full automation. FYI, NBR never spent money for automation of Customs department. It is the World Bank and its trashy experts from different countries who plundered loan money in the name of computerization and automation. Blame them if you would like, but not NBR. In the inauguration I viewed with pity NBR chairman sitting amongst high profile people like CA, army-chief etc. etc. clearly cornered. And where was the Collector of Chittagong Customs? Was it not his house being refurbished? Even for courtesy's sake the poor collector deserved a place on the stage.
