MEMORANDUM

To

Ms. Asma Jahangir,

Special Rapporteur of the UN Commission on Human Rights

on extrajudicial, summary or arbitrary executions

 

Dear Madam,

The Movement for Secular Democracy (MSD) warmly welcomes your visit to Gujarat and appreciates your deep concern for the Human Rights, Civil Rights as well as the Democratic rights in the state of Gujarat.

 

It is needless to explain about the pogrom of ethnic cleansing of Carnage 2002.   The victims are yet to get justice and   have not rehabilitated.  Hundreds are still languishing in the camps without any Govt. support. The culprits are yet to be punished and hundreds of cases still pending. Encounters deaths are justified. Minorities are pushed to the wall and scared of the present BJP Govt. They have been pressurized to accept the second class citizen in the country.

The Christians in the tribal areas are targeted too. The Govt. of Gujarat has taken for granted that in the name of development it has the legitimacy to violate all kinds of Human and democratic rights. Tribal's forest rights are curtailed continuously. In last months two tribals were killed in police firing in Antarsuba of Sabarkantha district. Many were injured, arrested and false cases were filed against them. A reign of terror by the police and the forest officials has been released. People's Union of Civil Liberties (PUCL) has come out with a fact finding report. Atrocities on the dalits are increasing day by day. The victims of Killer Earthquake 2001 are yet to be properly rehabilitated in Anjar, Rapar, and Bhuj. Many false cases against the volunteers fighting for the earthquake victims are still pending in the court.

The women are the worst sufferer in the state.  Sexual crime against women is increasing day by day, with the sharp rise of suicides  of large number of women. The recent sexual exploitation of a girl student in Patan P.T.C college of the state has shocked the people of the state. Now the sexual exploitations in the educational institutions are coming out one after another. Every attempt is made to suppress the Patan sexual exploitation of the girls by hook or crook by the influential ministers in the state, such  that other victims  do not  dare  to come out to expose the crime.

There is a unique connivance of the ruling  Party in power, the Govt. it's machineries and the Sangha Parivar, the extra constitutional force patronized by the Govt. The violation of Human and Democratic rights has become a normal feature in the state. The Human Right activists are ridiculed by the Chief Minister and the Govt. machineries.

In spite of all these odds we are trying to raise our voice for Civil, Human and Democratic rights. Movement for Secular Democracy is the broadest possible platform of all concerned citizens, organisations to stand for secularism, democracy and human rights, which is actively working here in the state for last 15 years. It is to inform you that for last ten years it is observing 10th. December as the Human Rights Day in a massive scale.

MSD, if necessary will send the documents to you on the violation of Civil, human and Democratic rights in

the state.
