My Response:
 
Nuclear force is short ranged, and only works inside the nucleus to provide binding energy for the nucleons. The net charge of the nucleus is positive, which provides electrostatic force on the electrons. This attractive force is strongest for electrons in the inner most shell, and in order for electrons to be able to stay outside the nucleus, electrons have to revolve around the nucleus with certain speed, thus generating needed centrifugal force for that orbit to balance centripetal electrostatic force.
 
Let me give you another example. Lets secure a stone onto one end of a rope and hold the other end. Now try to whirl. Pretty soon the attractive centripetal force provided by the rope and the centrifugal force due to motion of the stone will balance and the stone will keep on revolving around you as long as it maintains an optimum speed for its orbit. If the speed increases too much from the optimum speed, the string could break. If the speed decreases too much, the stone will come toward you to hit you. The same mechanism is in play for the nucleus and the electron. To maintain an equilibrium condition, these two forces have to balance.
