It's all fine what's you have been saying. If the rope is cut, there is no centripetal force and, consequently, there will be no centrifugal force on the swirling object also. As I said before, centrifugal force is the reactive force of the centripetal force, which is not different from the normal force that is balancing the weight of an object on the table, or the tension that is balancing the weight of an object hanging in the air. If the object is weightless, there is no existence of the normal force or the tension. Converse statement will not be true, meaning, we cannot say that if tension is zero, there is no weight of the object. Because, if we cut the string of the hanging object, there will be no tension, but there will still be weight of the object. That's the difference between a real and a pseudo force.
 
Let's take up another example. I used to take my younger daughter to the park in my neighborhood. Her favorite ride was a rotating disk, in which all kids get on and hold onto the railing or the poles of railing. There is no wall around it. I would rotate it applying tangential force. I noticed many other parents trying to rotate it, but many of them were unable to attain similar acceleration as I could.  As a result, I was the popular operator there. Kids would call me to rotate the disk. The trick is to apply tangential force only. If your applied force has components along the non-tangential direction, then you are wasting part of your applied force.
 
Anyway, kids who are holding the railing from outside the railing is trying hard to hold onto the  railing as the disk is rotating. To them, the force is outward, and trying to balance that with the tension on their hands. Time to time many of them would fall off the disk. They appear to be thrown out of the disk if you are looking at them from the rotating disk, and to others on the ground, they may appear to follow the tangential direction. The kid who are facing toward the center with their backs pressed against the railing are having the best ride, because they are enjoying the equilibrium condition, where inward centripetal force, exerted by the railing, is being balanced by the outward centrifugal force. Any comments from anyone?
