Any elementary physics book (we had Basu-Chatterji) proves that an object swirling on a horizontal plane experiences no tangential force. The entire force (continuous inward pull by the finger of the person holding the string) is directed towards the center. But at any particular instant, the velocity is tangential. That is why due to inertia (Newton's first law of motion) the object will move tangentially as soon as the string is cut.
