Thank you for reminding me something from the past. Many years ago our family house (in Green Sq near Green Road) was rented to the Roads & Highway Dept of the Govt. They were our tenants for nearly 12 years. The house belonged to my mother and whose dream was to live in her own house but we were unable to get the R&D Dept to vacate the house even after giving them nearly 5 years notice. 

Unfortunately, my mother passed away some months before they actually did in Feb 1974 and was never able to live in the house. But to add insult to injury the house was entirely termite infested. The termites originated from a room where the red-taped files of the Dept were kept. Whether this was by design or sheer negligence, I suspect it was a combination of both but termites are a very convenient way to destroy all trails or accountability.

It cost us a small fortune to restore the house so it could be habitable.

Well I am very glad to know that somethings never change even in a high profile case such as this. We sure do have our priorities right.
