[ALOCHONA] Cyclone Sidr: How to deliver effective relief

Dear All,
 
Bangladesh has limited resources and unlimited natural disasters as well as huge population. I like to share few ideas and at the same time provide advice on short term and long term recovery phases to CTG and NGOs in Bangladesh to recover cyclone affected people from this devastation.
 
I have mentioned in many others proposals/articles/comments that we will have various opinions how to resolve a problem but picking up the right solution is the key to reach the overall short term and long term goals.  I like to advise the followings to CTG and NGOs in Bangladesh:
 
1) Short Term Recovery Phase: I like to urge CTG and NGOs to continue distributing food, shelter, medicines and health care services to the affected people.
 
2) Long Term Recovery and Preventive Phase: CTG and NGOs are getting funds from local and international communities for the SIDR cyclone affected people in Bangladesh.  It will be highly appreciated if CTG and NGOs spend the collected funds more wisely and with strategic planning with long term vision.
 
I like to propose building future natural disaster shelters in every 3-4 miles radius in the Cyclone SIRD affected area.  These shelter locations will be at the existing Govt primary or high schools and if there is no Govt primary or high school, then build new one.  This shelter should be concrete buildings and 6-7 feet above the ground, so these shelters can be stand still from any natural disasters like flood or cyclone etc.  This proposal will support two purposes, one will be that this shelter will be used for school and  this school will be turned into shelters where natural disaster hits in that area.
 
I have broader vision to use these shelters for dual purposes.  I want kids from that affected areas to be educated with providing free school and good infrastructure.  Either we like it or not,  more than 18 % land will be lost due to Global warming in Bangladesh and people will have to move more in inland from coastal areas.  If we can make those kids educated, they will able to find livelihood in Inland and which will make easy for them to move from the coastal areas.  This will also help the vision of decentralization of Industries from Dhaka which I am still advising CTG and will continue advising the next elected Govt about the Mega project that may take 8-10 years to complete.
 
So the bottom line is that CTG and NGOs should have coordination to make success in the long term and recovery phases.  Money will be better spent if we can use long term recovery phase for dual purpose like providing better schools and same times better shelter.  The data that came to me that now we need BD TK10,000 or US$150 to build a house in the coastal areas.  CTG and NGOs should start building those lost houses with coordination so importance is given every areas of the affected people.
 
I hope that CTG and NGOs will take this advice or better advice to utilize the SIDR Fund wisely with the long term vision.
