We all love conspiracy theories. Lets invent few more!!! Please please follow these golden rules before you express your opinion.
 
1. Is it based on fact, if not than explicitly mention that its your own opinion.
 
2. If it is fact, what is your source, you don't have compromise it, but question the reliability. If the source mentioned it as 'what he/she thinks' than it is his or her opinion not a fact.
 
3. Validate, validate, validate the information.
 
 
Otherwise it is just another rumor churning in the rumor mill.

By now it is clear that the PM and the Home Minister knew clearly who the killers were.
They gave them thirty hours to leave the country. In this kind of crisis, an amnesty can be granted for 2/3 hours max when granting more time can help killers to do their job and that's what was done by giving them a full night to do their job in the dark. When the people were dying inside, the Home Minister was posing in the TV camera with the rebels, and ensuring the rebels full support.  
The investigators are not going to get anyone, all the killers are gone - thirty hours is a long time, they had their first night sleep in Delhi by then.
In this situation, even in a less perfect democracy the PM with the team would have resigned. It is surprising that even the Home minister is still in the office. She needs to resign from the cabinet and the parliament. The other team members, Nanok, Azam, and the nephew should resign also. It is understandable now why such a poor team was sent.
Once the Home Minister and the other team members resign, they need to be in custody for their role in helping the rebels flee the country. Since the rebels are gone, the investigators can concentrate on interrogating Shahara Khatun and the team for the clue. Recently, some of the world class criminals such as Shamim Osman, Hazari and the Pistol Iqbal came back to Bangladesh. They including Mayor Mohiuddin can be interrogated  - you never know, the surprising facts can come out.
