5,77,370 detained since emergency

The army-led joint forces have so far detained 5,77,370 persons since the interim government of Fakhruddin Ahmed imposed a state of emergency in the country 14 months ago on January 11, 2007. Official statistics show over 2.5 lakh of them were detained without specific charges.

The chief adviser, Fakhruddin Ahmed, in an interview with Al Jazeera television on Friday claimed that the number was much lower.

Asked whether the number of detained persons in Bangladesh was 2,50,000, as reported by a section of the British press, he straightaway denied, saying the number was much lower.
'The total number of convicts and under-trial prisoners is around 75,000 to 80,000,' he told David Frost, a noted journalist.


   According to latest statistics of the police headquarters, 41,000 people on an average were detained every month.
   The highest 48,766 people were detained in the first month of emergency while the lowest was in December 2007 with 33,697. The volume started going up in 2008 with the detention of 37,957 people in January and 42,667 in February.
   Of the total figure, only 892 are listed criminals while 8,404 are convicts, 3,717 are detained under the arms act and 247 under the explosive act.
   Some 3,21,361 people have been detained with warrant of arrest while 2,51,129 on suspicion, according to the official figures.
   The joint forces launched a crackdown across the country against corrupt people and criminals, drawing flak as hundreds were detained in jails without specific charges against them.
   The government directed the law-enforcement agencies time and again to stop the spree of 'preventive detentions' on the plea of fighting crime and corruption with little effect.
   The advisory committee on law and order has also repeatedly cautioned the officials concerned against harassment of a large number of common people during the drive.'
