[ALOCHONA] 21 killed in BSF firing in first quarter: Odhikar


 
India's Border Security Force killed 21 unarmed Bangladeshis in the first quarter of the year, said a report published by human rights organisation Odhikar on Tuesday.
   The report also said 16 persons were killed by law enforcement agencies in the quarter.
   Odhikar also said 25 persons died in jail custody, reportedly because of illness during the period. The deceased included detained ward commissioner Abdul Qayyum, also a BNP leader.
   On border situation, the report said, 'In the past three months, serious human rights violations continued unabated in and around frontiers with India.'
   Odhikar recorded killings of 21 Bangladeshis by the Indian border guards while 12 Bangladeshis were reportedly injured in firing by the Indian guards.
   Odhikar noted that despite such violations, there was no indication of reduction in violations, or investigation of such incidents, or compensation for victims or their families.
   According to the report, extrajudicial killings went on in the quarter when 16 persons were reportedly killed in custody or in 'crossfire.'
   Five of them were killed in 'encounter' with the
   Rapid Action Battalion and seven in 'encounter' with the police.
   One was killed in a
   combined operation of the police and the battalion and another in the operation of the Bangladesh Rifles. Coast Guards reported killed 2 persons; and four were reportedly killed in custody.
   Odhikar said in the quarter under the state of emergency, repression on journalists continued. Seventeen such incidents were reported. Five journalists were injured and eight more were threatened.
   Pressure on journalists remains unchanged in connection with publishing factual reports.
   The report said violence against women had remained alarmingly high in the period.
   Ninety-five women were reportedly raped, which amounts to one rape a day on an average. Of those victims, 42 were adults and 53 girls. Of the 42 women, 16 were reportedly killed after rape, 1 committed suicide after the incident and 27 became victims of gang rape. Of the 53 girls, 9 were reportedly raped and then killed. Fourteen girls became victims of gang rape while one committed suicide.
   Thirty-one persons were victims of acid violence; 20 of them were women, 7 children (4 girls and 3 boys) and 4 men.
   The report said 68 women became victims of violence over demands for dowry. Forty-nine women were killed and 17 were tortured. Two women reportedly committed suicide as they could not bear the abuse any more.
