A year after 1/11


If 'the best wisdom', as TS Eliot declares, 'is the wisdom of humanity', and 'humanity is endless' ; such wisdom had taken hold on this day a year ago only moments before this nation's journey was about to begin. The inevitability of 1/11 in the context of political developments in the preceding days, weeks and moths is, therefore, beyond question. With the takeover of the reins of government by the second Caretaker administration, the country found itself back on track and unsurprisingly had to take up an agenda beyond such an administration's mandate. The administrative and economic chaos left by the previous elected government demanded drastic measures and the 10 Advisers led by the Chief Adviser accepted the challenge in right earnest.

The first and foremost task was to bring order in the heavily politicised administration and restore sanctity of institutions.  

To its credit, the government unflinchingly proceeded with its reform agenda and can boast an Anti-corruption Commission (ACC) in the true sense of the term. The much-maligned Election Commission (EC), which once was a focal point of political turmoil, was reconstituted and the process of separating the EC secretariat from the prime minister's office is at the final stage. Similarly, giving the Public Service Commission and University Grants Commission an institutional shape, formation of the Regulatory Reform Commission, Better Business Forum and such other moves speak of the government's untiring attempt to make things happen and happen for the better. Yet the government's crowning glory is the separation of the judiciary from the executive.

Notwithstanding all these achievements however, the reality is that economy of the country is in dire straits and the sagging confidence in the business community together with double-digit inflation, lack of income generation and escalating price hike points to a gloomy prospect for the country. It is this harsh reality and the lack of coordination that have been responsible for the departure of five Advisers from the Advisory Council on the eve of the completion of a year by the government.

Challenges before reconstituted Advisory Council
The challenge before the reconstituted Advisory Council is to consolidate its gains and immediately address those issues where things are not going well. The main challenge before it is high prices of essential commodities, which has caused hardship to the people. Restoring business confidence is a priority. More importantly, the Advisory Council must make it a point to create the right condition for the EC to implement its election roadmap. To that end, the government now needs to initiate discussion with political parties. At the same time it needs to consider relaxation or even lifting of emergency rule, as demanded by different political parties, so that the nation can confidently look forward to the next election for smooth handing of power to an elected government.

One thing is for sure: there is no going back to pre 1/11 days. The journey ahead is well charted. An economically strong and politically stable Bangladesh is the goal, which must be reached through the united efforts of the people.
